3G, 4G, XG...Huh?

There is a huge need for speed on our networks—as we demand the latest and greatest download streaming of books, movies, games, and more.

The network generation (or mobile telephony) standards have evolved to soon to be 4th generation (or 4G).

While 3G standards require network speeds for voice and data of at least 200 kbit/s, the 4G-performance hurdle jumps (500x) to 100 mbit/s.

The chart from Wikipedia shows the various standards and how they have evolved over time.

What are interesting to me are two things:

1) Network carriers that are competing for your business are already boasting 4G deliveries even though they do not meet the standards set out by The International Telecommunication Union (ITU), an agency of the U.N. According to Computerworld (22 November 2010), the 100 mbit/s standard is “about 10 times the performance that any carrier…can offer today.” Moreover, technologies such as LTE-Advanced and WiMax 2 that are expected to be 4G complaint aren’t “expected to go live commercially until 2014 or 2015.”

2) While the carriers are touting their various breakthrough standards, most people really have no clue what they are talking about. According to the Wall Street Journal (4 November 2010) on a survey by Yankee Group that “of more than 1,200 consumers found 57% had either never heard of 3G or didn’t understand the term. [And] With 4G, the ranks of the confused jump to 68%.”

Some lessons learned:

In the first case, we need to keep in mind the principle of caveat emptor (or let the buyer beware) when it comes to what the Wall Street Journal is calling the “increased rhetoric underscoring the high-stakes games played by the carriers as they jockey for position.”

In the second, vendors and technologists should understand that they are losing the consumer when they talk “techno-geek.” Instead, all need to use plain language when communicating, and simplify the technical jargon.

The comic in Computerworld (22 November 2010) summarized it well with pictures of all the various GGGG… technologies and the people next it to it saying, “At this point the labels are ahead of the technology.” Of course, I would add that the labels are also ahead of most people’s ability to understand the geek-speak. And we need to fix the communications of both.

Who Needs Airport Body Scanners? An Alternative Approach

Not sure if this is serious or a joke, but I received an email for an alternative to body scanners at the airports -- may seem a bit crude, but then again we need to look for an effective security solution that is less invasive.

This particular idea, attributed to Israeli security, is for a booth that rather than take potentially invasive body scans, will safely (but not for you, if you are a terrorist) "detonate any explosive device that you may have on you." Poof!

Advantages: deterrence, speed, privacy, justice, and the objective of safe air transport is achieved.

Microsoft’s Three-headed Play

Computerworld, 8 November 2010, has an article called “Ozzie to Microsoft: Simplify, Simplify.” Unless Microsoft can become nimbler and less bureaucratic, they will not be able to keep pace with technology change in the marketplace.

Ray Ozzie, Microsoft’s departing Chief Software Architect (and Bill Gate’s successor since 2006) has prepared a five-year plan for the company that “exhorts the company to push further into the cloud—or perish.” (Hence, a recent Microsoft stock price that is half of what it was more ten years ago!)

According to Ozzie—and I believe most technology architects today would agree—the future of computing is far less about the PC and Windows and much more about mobile devices and services, which are not traditional core competencies of Microsoft.

The new technology landscape is one that is based on:

  • Mobility—access anywhere (smartphones, tablets, and embedded appliances)
  • Pervasiveness—access anytime (24/7, “always on”)
  • Shared services—access that is hosted and shared, rather than device or enterprise-based.

Despite seeing the future, Microsoft is having trouble changing with the times and many are questioning whether they are in a sense a “one pony show” that can no longer keep up with the other technology innovators such as Apple, Google, Amazon, and others that seem to be riding the mobility and cloud wave.

Wes Miller, a technology analyst, states about Microsoft: “My frustration is that it’s a big ship, and the velocity with which the boat is going will make it hard” for them to move from a PC-centric to a cloud-oriented world. “You’re talking about competing with companies that are, if not out-innovating Microsoft, then outpacing them.”

With the deep bench of intellectual talent and investment dollars that Microsoft has, why are they apparently having difficultly adjusting with the changing technology landscape that their own chief architect is jumping up and down screaming to them to confront head-on?

To me, it certainly isn’t ignorance—they have some of the smartest technologists on the planet.

So what is the problem? Denial, complacency, arrogance, obstinance, accountability, leadership, or is it a combination of these coupled with the sheer size (about 89,000 employees) and organizational complexity of Microsoft—that Ozzie and Miller point out—that is hampering their ability to effectively transform themselves.

This certainly wouldn’t be the first time that the small and nimble have outmaneuvered lumbering giants. That’s why according to Fortune Magazine, of Fortune 500 companies, only 62 have appeared on the list every year since 1955, another 1,952 have come and gone. It’s sort of the David vs. Goliath story again and again.

While Microsoft is struggling to keep pace, they are fortunate to have had people like Ray Ozzie pointing them in the right direction, and they have made major inroads with cloud offering for Office365 (Office, Exchange, SharePoint, and Lync—formerly OCS), Windows Azure (service hosting and management), and Hyper V (for server virtualization).

As I see it, Microsoft has 3 choices:

  1. Change leadership—find someone who can help the company adapt to the changing environment
  2. Break up the company into smaller, more nimble units or “sub-brands,” each with the autonomy to compete aggressively in their sphere
  3. Instead of focusing on (the past)—base product enhancements and the “next version,” they need to be thinking completely outside the box. Simply coming out with “Windows 13” is a bit ridiculous as a long-term strategy, as is mimicking competitors’ products and strategies.

As is often the case, this is really isn’t so much a question of the technology, because Microsoft can certainly do technology, but it is whether Microsoft can overcome their cultural challenges and once again innovate and do it quickly like their smaller and more agile rivals.

Information, So What?

It’s the information age and for most of us that means we are living and working with various forms of information technology every day giving us access to information through—voice, data, and video—thatshows up on our computer screens, smart phones, tablets, and more.

We are rich in information.

Many would say that we are overloaded with information, because there is so much and we can’t seem to possibly process it all no matter how hard we try--there is always more email to reply to, more YouTube videos to watch, more news and research to read up on, and more people to communicate and collaborate with via social networks, wikis, blogs,
tweets, and so on.

So what’s the point of all the information and collaboration? Is it just for fun and entertainment—like one big game of Trivial Pursuit? Or is it for getting a professional edge—i.e. the more you know and the more people you know, the better you are to advance and succeed?

Ultimately, information serves many purposes—it is the lifeblood of our humanity…it nourishes our curiosity, it feeds our learning and growth, and it enables us to make intelligent decisions in our lives.

Without information, we are just “flying blind” as they say, and couldn’t expect much in terms of personal or professional results for our organizations or ourselves.

So information is critical to improving our decision-making. Information and information technology is how we overcome poor decision-making based on gut, intuition, politics, and subjective management whim—all sure ways to get in a “why did you do that”
pickle!

An interesting article in Defense Systems Magazine (May 2010) called “Getting Inside the Enemy’s Decision Cycle” talks about how the military seeks to disrupt the enemy’s information and decision-making to degrade their war-fighting capability.

“Success in battle is increasingly about making decisions more quickly than your adversary can.”

In the military, the decision cycle is frequently referred to as "OODA Loop"—observe, orient, decide, and attack.

If we can disrupt the enemy’s decision cycle or OODA Loop, we can “decide and act faster than they can.” The result is “I’m going to outmaneuver you” and win!

In short, information translates to decision-making and to action.

- Disrupt that cycle and we are sitting ducks.

- Enhance that cycle and we are stronger for it.

Ultimately, there are lots of important lessons about the criticality of IT to decision-making that comes out of the battlefield:

First, we all need information to survive and thrive.

Second, if we improve information quality and speed of delivery, then the better the decision-making and the impact on and off the battlefield.

This is why information and information technology is truly our competitive advantage and at the heart of our national security.

I believe that this necessitates that we treat IT as not just another budget line item, but rather as a strategic investment.

The vision for IT has always been to bring greater effectiveness and efficiency to the rest of the business and to the mission. Unfortunately, IT has not always lived up to that vision.

Despite some disappointments, we cannot afford to be second-rate in IT, because there will be a negative cascading effect throughout all of our industries and government agencies that rely on information and information technology.

The key for us is to continue investing in technology (wisely), investing in our people (profusely—they are the brains behind the machines), and keep focusing on using IT as an enabler to improve the business and mission of everything else we do.

We Can't Ignore or Fear Technology For Long

When it comes to new technology, first comes ignorance, then comes fear, then comes the embrace and rush to the IT department to make it happen—now!

This scenario plays out again and again in organizations—there are three key phases to technology adoption.

Ignorance—people are unaware, misinformed, or just don’t understand the potential that a new technology holds. In some cases, it’s because they generally haven’t been exposed to the technology, in other cases, it is because they are going forward with eyes wide-shut (what they don’t know can’t harm them or so they think).

Fear—OMG. A new technology; I can’t deal with this. “I’m used to doing it X way.” “Why do we have to change.” “I can’t learn this new technology.” There is fear of something new, of change, of the unknown.

Embrace—The acknowledgement that a new technology is important to the organization; that it can’t be ignored; that it isn’t going away; that the competitors are already getting onboard. Oh uh. Get the CIO in here. We need this technology, now! Where are we going to find finding for it this year (or quarter, whatever). We need to reprioritize our IT projects, so this is at the top (or near it). Let’s get everyone right on this. Can we meet early this week?

I read an interesting article in Public CIO magazine (January 2010) called “A Mile Wide And An Inch Deep,” about how social media is becoming pervasive in government.

In the article it states: “Last year, a Public CIO reader survey found that social media didn’t make the list of the top 10 technology priorities for 2009. Today, it’s become the No. 1 topic among public CIOs.”

In between not making the top 10 technology list and becoming No. 1, social media was vilified as being something that would make the organization lose control of its message, that was a security risk, and that was a colossal waste of employees’ time and should be banned (or blocked and it was by 40% of organizations).

As the pace of technology innovation increases, the lifecycle of adoption has also rapidly advanced. For example, with social media, we went from ignorance to fear to the embrace in one year flat!

Chris Curran, chief technology officer for Diamond Management and Technology Consultants Inc., is quoted in the article as stating:

“If you rewind to 1995, the attitude back then was, “No Internet use at work.” Then it became, “No Internet shopping during work hours.” But over time, the issue just went away, because a majority of employees are good people, hardworking and productive. Some people are going to do stupid things whether they have access to social networking or not. But it doesn’t make sense to ignore a social trend that is bigger than your organization.”

You can’t ignore important new technologies or let fear get the better of you. At one time, people were saying oh no we can’t change from paper communications to email. We need everything hardcopy. And that changed. Now email is the norm or should I say was the norm, because social computing for the younger generation is becoming the new email.

The answer for IT leaders to advance organizational adoption of valuable new technologies is to:

· Create awareness and understanding of new technologies—the benefits and the risks (and how they will be mitigated).

· Establish sound planning and IT governance processes for capturing business requirements and aligning new technologies to best meet these.

· Provide new technologies coupled with ample communications and training to ensure that the technologies are not just more shelfware, but that they are readily adopted and fulfill their potential in the organization to advance the mission and productivity.

The phases of technology adoption: Ignorance, fear, and embrace are not abnormal or bad; they are human. And as people, we must have time to recognize and adjust to change. You can’t force technology down people’s throats (proverbially speaking) and you can’t command organizational readiness and poof, there it is. But rather, as IT leaders, we need to be sensitive to where people and organizations are at on the adoption lifecycle and help to identify those emerging technologies with genuine net benefits that can’t be ignored or feared—they must be embraced and the sooner the better for the organization, its people, and all its stakeholders.

Are Feds Less Creative?

Contrary to the stereotype, in my observation government employees are just as creative as those in the private sector. The reason they may not seem this way is that they typically think very long and hard about the consequences of any proposed change.

Once an agency has tentatively decided on a course of action, it still takes some time to “go to market” with new ideas, for a few (to my mind) solid reasons:

  • We are motivated by public service. One of the key elements of that is our national security and so we must balance change with maintaining stability, order, and safety for our citizens. In contrast, the motivation in the private sector is financial, and that is why companies are willing to take greater risks and move more quickly. If they don’t they will be out of business, period.
  • We have many diverse stakeholders and we encourage them to provide their perspectives with us. We engage in significant deliberation based on their input to balance their needs against each other. In the private sector, that kind of deliberation is not always required or even necessarily even desired because the marketplace demands speed.

The fact that process is so critical in government explains why IT disciplines such as enterprise architecture planning and governance are so important to enabling innovation. These frameworks enable a process-driven bureaucracy to actually look at what’s possible and come up with ways to get there, versus just resting on our laurels and maintaining the “perpetual status quo.”

Aside from individual employees, there are a number of organizational factors to consider in terms of government innovation:

  • Sheer size—you’re not turning around a canoe, you’re turning around an aircraft carrier.
  • Culture—a preference for being “safe rather than sorry” because if you make a mistake, it can be disastrous to millions of people—in terms of life, liberty, and property. The risk equation is vastly different.

Although it may sometimes seem like government is moving slowly, in reality we are moving forward all the time in terms of ideation, innovation, and modernization. As an example, the role of the CTO in government is all about discovering innovative ways to perform the mission.

Some other prominent examples of this forward momentum are currently underway—social media, cloud computing, mobility solutions, green computing, and more.

Here are three things we can do to be more innovative:

  • From the people perspective, we need to move from being silo based to enterprise based (or what some people called Enterprise 2.0). We need to change a culture from where information is power and currency and where people hoard it, to where we share information freely and openly. And this is what the Open Government Directive is all about. The idea is that when we share, the whole is greater than the sum of the parts.
  • In terms of process, we need to move from a culture of day-to-day tactical firefighting, to more strategic formulation and execution. Instead of short-term results, we need to focus on intermediate and long-term outcomes for the organization. If we’re so caught up in the issue of the day, then we’ll never get there.
  • And from a technology perspective, we need to continue to move increasingly toward digital-based solutions versus paper. That means that we embrace technologies to get our information online, shared, and accessible.

Innovation is something that we all must embrace—particularly in the public sector, where the implications of positive change are so vast. Thankfully, we have a system of checks and balances in our government that can help to guide us along the way.

Information Stats to Scare

We all know that we are generating and receiving more information then ever. Good thing? I like to think so, but sometimes, you can have too much of even a good thing.

Certainly, information is a strategic asset—its vital to making sound decisions, essential for effective communications, and critical for expanding our thinking, breaking paradigms, predictive analysis, and helping us to innovate.

But when information is too much, too unorganized, too often, or too disruptive, it’s value is diminished and organizations and individuals suffer negative effects.

Here are some information stats to scare from Harvard Business Review (September 2009):

  • 60%--Those who checked email in the bathroom (and 15% even admitted to checking it while in church)
  • 20—Average hours per week spent by knowledge workers on email
  • 85%--Computer users who would take a laptop on vacation
  • 1/3--Emails considered unnecessary
  • 300—Number of emails executive get a day
  • 24—Minutes for worker to recover from being interrupted by an email notification
  • 40—Number of websites employees visit on an average day
  • 26%--People who want to delete all emails (declare “e-mail bankruptcy”) and start over
  • 3—Number of minutes before knowledge workers switch tasks
  • ~$1 trillion—Cost to economy of information overload
  • 85%--Emails opened within 2 minutes
  • 27%--Amount of workday eaten up by interruptions
  • 2.8 trillion gigabytes—Size of digital information by 2011
  • 31%--Workers whose quality of life is worsened by email

Some interesting antidotes offered by HBR:

  • Balance—weigh cost-benefits before sending another email
  • Reply to all—disable the reply all button
  • Five sentences—keep email to 5 sentences or less
  • Allots—affix virtual currency from a fixed daily amount to email based on its importance
  • IM Savvy—program by IBM that senses when you are busy by detecting your typing patterns and tells would be interrupters that you are busy
  • BlackBerry Orphans—to regain the attention of their parents, children are flushing their parent’s BlackBerries down the toilet

While the issues and proposed assists for information overload are thought provoking (and somewhat humorous), what is fascinating to me is how technology and the speed of its advancement and adoption are positively, but also—less spoken about—negatively affecting people and organizations.

It seems like life keeps accelerating—faster and faster—but the quality is deteriorating in terms of fuzzy boundaries between work-life, weakening of our closest relationships, burn-out of our best and hardest working people, and unrealistic expectations of people to be always on—just like the email account that keeps spitting out new messages.

Somewhere along the line, we need to hit the proverbial “reset button” and recognize that information and communication are truly strategic assets and as such need to be used intelligently and with good measure or else we risk cheapening their use and limiting their effectiveness.

Technology, A Comfort to the Masses

Typically, as technologists, we like to point out the great things that technology is doing for us—making us more productive, facilitating more convenience, allowing us to perform feats that humans alone could not do, and enabling us to connect with others almost without regard to space and time. And truly, we are fortunate to live in a time in history with all these new unbelievable capabilities—our ancestors would be jealous in so many ways.

Yet, there is a flip side to technology—what some refer to as the 24x7 society—“always on”—that we are creating, in which life is a virtual non-stop deluge of emails, voicemails, videoconferencing, messaging, Friending, Linking-in, blogging, tweeting, YouTubing, and more.

We are becoming a society of people living in a Matrix-type virtual world, where we go around addicted to the online cyber world and yet in so many ways are unconscious to the real-world relationships that are suffering in neglect and silence.

A fascinating article in the Wall Street Journal, 22-23 August 2009 entitled, Not So Fast, by John Freeman states that “we need to protect the finite well of our attention if we care about our relationships.”

Certainly, online communications and connections are valuable, and in many ways are meaningful to us. They can create wonderful opportunities to bond with those near and far, including those who would be normally beyond our reach geographically and temporally. For me it’s been great reconnecting with old friends from schools, jobs, and communities. And yes, who would think that Sylvester Stallone and Arnold Schwarzenegger would be but a FaceBook message away for me?

Yet while all the online interaction is fulfilling for us in so many ways—filling voids of all sorts in our lives—in reality the connections we make in the virtual world are but a tiny fraction of the real world human-to-human relationships we have in terms of their significance and impact.

The Journal article puts it this way: “This is not a sustainable way to live. This lifestyle of being constantly on causes emotional and physical burnout, workplace meltdowns, and unhappiness. How many of our most joyful memories have been created in front of a screen?”

One of the biggest fears that people have is not their own mortality, but that of being left alone in the corporeal world—for each of us, while a world unto ourselves, are small in the vastness of all that is around us. Perhaps to feel less alone, people amass and encircle themselves with great amounts of familiar, comforting, and loving people and things. And while people have these, they are connected, grounded, loved, and they are comforted that they are not alone.

But the harsh reality is that no matter how much we have in our lives, people are beings onto themselves, and over time, unfortunately and extremely painfully, all worldly things are ultimately lost.

The Journal states: “We may rely heavily on the Internet , but we cannot touch it, taste it, or experience the indescribable feeling of togetherness that one gleans from face-to-face interaction.”

Connections are great. Virtual relationships can be satisfying and genuine. All the technology communication mechanisms are fast, efficient, and powerful in their ability to reach people anytime and anywhere. Yet, we must balance all these with the people we care about the most. We cannot sacrifice our deepest and most intimate relationships by sitting in front of a computer screen morning, noon, and night and walking around with the BlackBerry taking phone calls and emails at our kids' school play, on their graduation day, and during their wedding recital. We are missing the boat on what is really important. We have forgotten how to balance. We have gone to extremes. We are hurting the ones we truly love the most.

“We need to uncouple our idea of progress from speed, separate the idea of speed from efficiency, pause and step back enough to realize that efficiency may be good for business and governments, but does not always lead to mindfulness and sustainable, rewarding relationships.”

Finally, with all the technology, we are in a sense becoming less human and more mechanical—like the Borg, in Star Trek—with BlackBerrys and Netbooks as our implants. Let’s find some time to pull the plug on these technologies and rediscover the real from the virtual.

What China’s Bullet Trains Can Teach Us About Governance

One of the foundations of this great country is that we believe in respecting the rights of the individual. This belief is founded on the Judeo-Christian doctrine that every life is valuable and the loss of even one life is like the loss of an entire world.

The rights of the individuals are enshrined in the Bill of Rights that establishes what we consider our fundamental human rights, such as freedom of speech, press, religion, due process, eminent domain, and many others.

The flip side of the protection of individual rights—which is sacred to us—is that it may occasionally come at some “expense” to the collective. This can occur when those individuals who may be adversely affected by a decision, hinder overall societal progress. For example, one could argue that society benefits from the building of highways, clean energy nuclear plants, even prison facilities. Yet, we frequently hear the refrain of “not in my backyard” when these projects are under consideration.

In my neighborhood, where a new train line is proposed, there are signs up and down the street, of people adversely affected, opposing it—whether in the end it is good, bad or indifferent for the community as a whole.

So on one hand we have the rights and valid concerns of the individual, yet on the other hand, we have the progress of the collective. Sure, there are ways to compensate those individuals who are adversely affected by group decisions, but the sheer process of debate—however valuable and justified, indeed—may slow the overall speed of progress down.

Why is this an especially critical issue now?

In a high speed networked world with vast global competition—nation versus nation, corporation versus corporation—speed to market can make a great deal of difference. For example, the speed of the U.S. in the arms and space race with Soviet Union left just one global superpower standing. Similarly, many companies and in fact whole industries have been shut down because they have been overtaken, leapfrogged by the competition. So speed and innovation does matter.

For example, in the field of information technology, where Moore’s Law dictates a new generation of technology every two years of so, the balance of speed to modernization with a foundation of sound IT governance is critical to how we must do business.

Fortune Magazine has an article called “China’s Amazing New Bullet Train (it leaves America in the Dust!)”

China’s new ultra-modern rail system will be almost 16,000 miles of new track running train at up to 220 miles per hours by 2020. China is investing their economic stimulus package of $585 billion strategically with $50 billion going this year alone to the rail system. This compares with the U.S. allocating only $8 billion for high-speed trains over the next three years. Note: that the high speed Amtrak Acela train between Boston and Washington, DC goes a whopping average speed of 79 mph.

One of the reasons that China’s free market is credited with amazing economic progress—for example, GDP growth this year projected at 8.3% (in the global recession)—is their ability to retain some elements of what the military calls a “command and control” structure. This enables decisions to get made and executed more quickly than what others may consider endless rounds of discourse. The down side of course is that without adequate and proper discussion and debate, poor decisions can get made and executed, and individuals’ human rights can get overlooked and in fact sidelined. (Remember the shoddy school construction that resulted in almost 7000 classrooms getting destroyed and many children dying in the Earthquake in China in May 2008?)

So the question is how do we protect the individual and at the same time keep pace—and where possible, maintain or advance our societal strategic competitive advantage?

It seems that there is a cost to moving too slowly in terms of our ability to compete in a timely fashion. Yet, there is also a cost to moving too quickly and making poorly vetted decisions that do not take into account all the facts or all the people affected. Either extreme can hurt us.

What is important is that we govern with true openness, provide justice for all affected, and maintain a process that helps—and does not hinder—timely decisions action.

We cannot afford to make poor decisions—these are expensive—nor do we have the luxury of getting caught up in “analysis paralysis.”

Of course, there are many ways to approach this. One way is to continue to refine our governance processes so that they are just to the individual and agile for our society by continuing to simplify and streamline the decision process, while ensuring that everyone is heard and accounted for. Recently we have seen the use of new information sharing and collaboration technologies, like those provided through social media—wikis, blogs, social networks and more—that can help us to do exchange ideas and work together faster than ever before. Embracing these new technologies can help us to pick up the pace of the vetting process while at the same time enabling more people than ever to participate.

Perhaps social media is one of the only things faster than China’s new bullet trains in helping us to progress how we do business in the 21st century.

Speed versus Accuracy and Enterprise Architecture

What’s more important speed or accuracy when it comes to developing and implementing a enterprise architecture?’

On one hand, if your target architecture and transition plans are inaccurate, then you are leading your organization down the wrong business and IT path. One the other hand, if your architecture is not timely, then you are serving up outdated plans and strategy to the organization to no avail.

The Wall Street Journal, 12 November 2008, has an interesting article on an innovative Google “Flu-Bug Tracker” that I think sheds some light on this issue.

Google has a free web service at www.google.org/flutrends that “uses computers to crunch millions of Internet searches people make for keywords that might be related to the flu—for instance ‘cough’ or ‘fever’. It displays the results on a map of the U.S. and shows a chart of changes in flu activity around the country.”

The Google Flu Trend data is meaningful because of strong correlation found between those searching flu related keywords and those actually coming down with the flu as reported by the Center for Disease Control and Prevention (CDC) one to two weeks later.

“In any given year, between 5% and 20% of Americans catch the flu.”

By getting advance warning of flu trends out to CDC and the public, Google may help provide an early warning for outbreaks. “For epidemiologists, this is an exciting development, because early detection of a disease outbreak can reduce the number of people affected. If a new strain of influenza virus emerges under certain conditions, a pandemic could emerge and cause millions of deaths (as happened, for example, in 1918).” (http://www.google.org/about/flutrends/how.html)

So speed of information is crucial here to early warning—helping people and saving lives. However, the Google Flu Trend information, based on tracking keyword searches, is not as accurate as capturing actual cases of the flu confirmed by laboratory testing.

So like with enterprise architecture, you have a trade-off between speed and accuracy.

With the Flu Trends data, “what they lose in accuracy, the site may make up in speed…reducing that time is crucial for combating influenza, which can manifest itself one to three days after a person comes into contact with the virus.”

Ms. Finelli of the CDC stated: “If you get data that’s not very timely one or two weeks old, it’s possible that the outbreak has already peaked.”

So is there a lesson here for enterprise architects?

Speed and agility is crucial in the making valuable decisions for the organizations in the marketplace, as it is in helping people in their healthcare. Trying to get all or completely accurate information to do an enterprise architecture or strategic plan is like trying to get 100% confirmed cases of the flu—if you wait until you have complete and perfect information, it will be too late to respond effectively.

It’s sort of like the adage “analysis paralysis”—if you keep analyzing and mulling over the data never making a decision, you are essentially paralyzed into non-action.

So it is crucial to get good-enough data that allows you to extrapolate and make decisions that are timely and effective. Of course, you can always course correct as you get more and better information and you get a clearer picture. But don’t wait till everyone in the enterprise has a confirmed case of the proverbial flu to start taking reasonable action.

Learning from the Private Sector and Enterprise Architecture

There is a terrific article in ComputerWorld, 17 July 2008, called “Pentagon’s IT unit seeks to borrow tech ideas from Google, Amazon, other companies.”

Defense Information Systems Agency (DISA) provides IT solutions to the Department of Defense. So what DISA does has to be state-of-the- art and best practice 24x7x365. Their mission depends on it!

To keep ahead of the curve, John Garing, DISA’s CIO and a retired Air Force colonel has been visiting with top tier private sector companies like Google, Amazon, UPS, Sabre, and FedEx to identify their best practices and incorporate them.

What has DISA learned from the private sector?

1. Cloud Computing

According to Garing, cloud computing is “going to be the way—it has to be. We have to get to this standard environment that is provisionable and scalable.”

To this end, “DISA has begin deploying a system [Rapid Access Computing Environment (RACE)] that is similar architecturally to Amazon’s Elastic Compute Cloud (EC2) technology, a web-based computing service that enables users to quickly scale up their processing capabilities.”

Using RACE, a soldier in the field will be able to use a client device (like a PDA) with web support and “dynamically access a wide range of information sources and meld together data,” such as blue force tracking, mapping of combatant locations, identification of aid stations, fuel and ammunition supplies, and so forth.

2. Elastic and flexible

DISA has to be prepared to handle the unexpected and this means they need to be able to flexible to meet a mission need or fight a war or two. Garing has found that companies like Amazon and Sabre have built their IT infrastructures to enable “elasticity and flexibility.”

3. Competing for business

Like the private sector that competes for market share, DISA sees itself and operates “like a business and produce[s] an attractive offering of IT services at a competitive price. They recognize that they “compete for the business it gets from other military agencies, which in some cases have options to use private-sector IT service providers.”

4. Process-driven and Speedy

Like enterprise architecture, which looks at both business processes and technology enablement, Garing is “interested in the processes that companies use to deploy technology, not just their technology itself.” DISA wants to learn how to speed an idea to a service in just a few months as opposed to the years it often takes in DoD.

DISA is learning that cloud computing will enable increased standardization through a “standard suite of operating platforms” as well as increased “deployment speed and agility.”

By being open to learning from the private sector, Garing is leading an enterprise architecture that is making for a better and more capable DoD.

Job well done DISA and a shining example for the rest of the federal space!

Finally, learning is not a one-way street and surely the interchange between the public and private sector can lead to improvements for all.

Speed is the Name of the Game and Enterprise Architecture

Enterprise architecture is a way to manage change and complexity. Enterprise architecture establishes the plan forward and governs the decision-making process, one IT investment at a time, and one business process improvement at a time, toward fulfillment of the target state.

However, change can happen slowly or quickly. The faster the change, assuming is it made with clarity of purpose, intent, and discipline, the better.

In the book, Never Fry Bacon in the Nude, by Stone Payton, the author states that “today’s (and tomorrow’s) market leaders recognize that speed may very well be the most consistent and durable source of competitive advantage.”

Why is speed so important to an organization?

In virtually every industry, the first to market enjoys as much as ten times (10x!) the profit of its nearest competitor…[further,] organizations that meet the most needs for the most people [measured in time] with an increasing ‘economy of motion’ dominate their respective markets.”

Speed is a cure for what ails an organization:

Like a powerful antibiotic, speed travels through the corporate bloodstream neutralizing the debilitating diseases of procrastination, apathy, confusion, malicious compliance, blame, and victim thinking.”

Stagnation is death for an organization or a person. The world is moving ahead and if we are not moving with it or better yet, ahead of it, we will fall behind (like the sick and feeble) and eventually die—as the theory of evolution and law of survival of the fittest prescribe.

Like the law of inertia, “objects [or organizations or people] at rest tend to stay at rest; objects in motion tend to stay in motion. Make no mistake about it—speed breeds speed, and the fast get faster.”

In enterprise architecture, we develop mechanisms to govern information technology. These mechanisms include architecture reviews of proposed new projects, products, and standards. The findings from these reviews get fed to the IT investment review board, who decides whether a project will be funded and how much. These governance mechanisms could be seen as detrimental to the organization’s ability to achieve change quickly.

Therefore, it is important that governance not be employed in the organization arbitrarily and that it not impose undue burden or slow the pace of innovation and transformation. Instead, IT governance should be applied so as to ensure clarity of purpose so that “good decisions are implemented with speed [to] produce good results.”

How does an organization move with alacrity?

  1. Structure—developing defined, repeatable, measureable processes with clearly defined roles and responsibilities, and standards for performance.
  2. Personal Accountability—“taking and expecting personal responsibility for corporate results.” And accepting failure to promote success—“many of today’s top performers have a surprisingly mediocre track record, with far more losses than wins to their credit.”
  3. Empathize—“when contemplating a new idea, they seek out potential resistors. Not to change their mind (not yet anyway), but to learn their mind.” Hearing and embracing opposing points of view actually can produce better decisions.
  4. Education—“fast, agile companies are Learning Organizations. They are relentless in collecting information, but more important—they organize and re-distribute knowledge more effectively than their slower, less nimble competitors.”
  5. Direction—“perhaps one of the most common characteristics among top performers—in every arena—is clarity of purpose.”

These disciplines for moving with speed tie directly to the goal of User-centric Enterprise Architecture, which is to provide useful and usable information products and governance services to the end-users to improve decision-making. EA provides structure through the architecture framework. It demands personal accountability through establishing the role of EA product ownership and the governance boards and setting up performance measures and criteria for selecting, controlling, and evaluating proposed new IT investments. User-centric EA empathizes with people through the human capital perspective of the architecture and through vetting enterprise information. EA provides a robust information asset base for the organization to make information easy to understand and readily available. And finally, EA sets direction for the organization by providing a clear roadmap, including a target architecture and transition plan.

What’s the biggest obstacle to speedy organizational change?

Probably the biggest speed trap for an organization or a person is fear of failure. But “even the simplest task, seemingly performed to perfection, is actually comprised of countless failures and one final correction.”

We cannot be afraid to change or to fail. We must be brave and steadfast in demanding ever-higher levels of excellence of ourselves and our organizations.

“If you want something to be scared of, then be deathly afraid of what will happen if you don’t capture the learning, make the corrections (and the connections), and go forward.”
