Space Force: Up Up And Away

Space Force as another full branch of the military is the right thing to do!

The things that get focused on, get accomplished. 

Space is the "final frontier."

And as Gene Roddenberry realized with the creation of Star Trek in 1964, it is the future of Mankind's very survival. 

It's time to stop thinking small as in planet Earth, and start thinking big as there is a whole universe out there!

Russia and China get it--hence their development and testing of anti-satellite rockets and other "kill vehicles" in space as well as lasers and jamming equipment against our satellites, and of course, their plans to colonize the Moon and land men on Mars and beyond. 

Why have we in America only gotten it in Hollywood?

Yes, there have been a few notable exceptions such as President Reagan with his vision for the Star Wars' Strategic Defense Initiative and President Trump with the bonafide stand up of a Space Force.

Some of the Pentagon brass, particularly the Air Force, may hem and haw about the politics of this thing...losing money and prestige for their branch of the military, but their power is not the concern, our power as a nation is!

I envision a day in the not too distant future when the Air Force doesn't run Space Command, but rather Space Force runs the Air Force. 

We need to put politics aside and stop laughing at our own ignorance about the potential of space for our future survival and for conflict. ;-)

Future Home For Mankind



Thought these artist renderings of the Trappist-1 Star were awesome. 

NASA discovered this star and 7 Earth-size planets around it that could conceivably have water and sustain human life. 

As we continue to gobble up Earth's resources and build incredibly powerful weapons that may one day soon destroy it, we need to have a viable Plan B.

Hence, the race to find another planet(s) with resources and environmental conditions where human civilization can survive and thrive.

I'm not sure what is more exciting than finding that magic planetary home of the future, where everything is new and pristine again like the Garden of Eden.

A place to go where hopefully we take not only the bits and bytes of our current world, but also the lessons learned to do it better again. ;-)

Beautiful Rise and Fall

Just wanted to share this beautiful Fall scene in Maryland.

While we are about to embark on a major infrastructure spending spree to make this country great again--and we need it to fix all the rot in our roads, bridges, trains, airports, marine ports, schools, utilities, and more--at the same time, we need to keep in mind the safeguarding of the beauty of our natural outdoor spaces and resources.

I heard President-elect Trump on 60 Minutes last night speak about the $6 trillion that we have spent in the Middle East fighting terrorism since 9/11, and that with that money, we could've rebuilt our infrastructure twice over.

While the amount is seen on the high end, the point is that while other nations are investing in their infrastructure, people, and future, we are wasting large sums of blood and treasure in a fight that in over 15 years, we haven't won, and many question whether we are significantly even any safer.

We need to fight smarter, spend more strategically, and take care of America first.

BTW, what did we get from the prior investment from the American Recovery and Reinvestment Act stimulus spending of $831 billion in 2009...where did all that money go (uh, down the special interest drain)?

While the beautiful outdoors needs to stay pristine, our country needs to seriously rebuild with clear project expectations and results and at the same time wipe out the terror threats against us--no more dabbling, PC, Mr. Nice Guy (of course, we need to be nice to those that are nice to us, but also we need to fight for this country like we mean it)!

That's a big agenda, but for under $6 trillion, we ought to be able to get some decent return on our investment please, ;-)

Election Disillusionment

So invariably you hear these days from those that dislike one or the other candidate running for President, that if he/she wins, they are moving out of this country. 

That is apparently how strong people feel in terms of dislike for the candidates--in fact, the most disliked candidates in American history!

Well, I ran into this couple in the Metro.

They were from New Jersey and visiting Washington, D.C. with their daughter. 

They were wearing matching t-shirts that said:
"Election 2016Time To Move To Mars"

Now moving from the USA is not far enough away for people to get from the horrible politics and/or politicians that they can't seem to stand...so next stop is Mars!

As a big time proponents for colonization of other planets, I think this may actually be one of the best things to come out of this election cycle. ;-)

Defeating Terrorism Not Optional

So in today's New York Times Sunday Review, David Rieff provides some insights on the state of terrorism that we are living with. 

Two very concerning points he makes:

1) A resignation that not much can be done: There are limited security resources, but infinite points for terrorists to strike. As he says, "Not all these attacks can be stopped....there is no way to police every subway station, cafe, and public square."

2) Many of our leaders are in convenient denial or disengaged: They see the daily terrorist attacks and their response is a rote rejoinder to either join for a brief memorial, slough it off altogether, or even make a joke of it (as if murder is a laughing matter). Rieff repeats even a recent interview with President Obama where he makes light of the impact of terrorism in that doesn't pose "an existential threat to the United States of the world order." Unless of course, it escalates and involves weapons of mass destruction or potentially taking out significant portions of our nation's critical infrastructure.

This just seems so different that how our nation has raised itself up in past conflicts and to win them: 

In World War II, the Allies were committed to defeat Nazi Germany, and they did, including through D-Day, one of largest and bloodiest invasions in history. 

President Reagan helped win the Cold War, by labeling the Soviets the "evil empire" and setting America on a major military buildup, one that the Soviet Union could not afford and eventually withdrew from. 

After 9/11, President Bush vowed that we would get Osama Bin Laden "dead or alive," no matter how long it takes, and eventually we did!

Over and over, the odds were not great and the stakes were enormous, but a positive attitude and the commitment to win took us a long way. 

In contrast now a attitude of defeatism has set in with Rieff declaring that "the stark truth is that the number and lethality of terrorist attacks are far likelier to rise than to diminish in the near future," and as he quotes the French Prime Minister Manuel Valls as saying, "Times have changed, and we should learn to live with terrorism."

How can anyone agree with that--should we really resign ourselves to learn to live with random acts of violence, murder, and terror? 

Rieff ends with that "the best we can hope for is to hold on to enough of our humanity to have a chance of clawing back the rest when the war ends, as all wars do."

I do not believe that this is good enough!

Not identifying the enemy, disengaging from global events or leading from behind, appeasement of sworn enemies, removing sanctions and releasing terrorists from GITMO, getting soft on terror saying it's not so bad out there that "the birds were [still] chirping and the sun was out,", and giving up on defeating it...is a losing attitude and proposition and one that will only result in more heartbreaking and innocent deaths. 

Dismissing or belittling the issue, defeatism, and jokes will not defeat terrorism, but a commitment to do whatever it takes to save lives and protect our nation will, as has been the case from Hitler to Bin Laden, and so it will be again. ;-)

2016 Technology Advances - Doing Well Sir

In just the last few days and weeks, I have been astonished at the progress already being made towards the important technology advancements mentioned in Technology Forecast 2016

On the front for medical technology to fight cancer, just today it was announced that the foundation from Sean Parker (of Napster and Facebook) is providing a $250 million grant for a new cancer institute to advance the field of immunotherapy to boost the body's natural defenses (i.e. immune system) to fight the cancer.

In terms of space technology, famed astrophysicist, Stephen Hawking and venture capitalist, Yuri Milner are teaming up with a $100 million for research to develop "Starchips" (a nanocraft robot on a chip) for a voyage to another solar system 25 trillion miles away. 

Finally, there are advances for counter-terrorism technology on display with the U.S. Customs and Border Protection announcing in February a pilot of new biometric technology kiosks to capture and compare facial and iris biometrics for travelers exiting the U.S. to compare with their entry data and ensure an end-to-end visitor entry/exit solution.  

I am pleased at the commitment and progress we are making in these critical technology areas, and sincerely hope that these efforts will flourish for us all in the not too distant future. ;-)

Hate, Discrimination, and Violence...But We're One

As we live day-to-day in near endless and escalating cycles of hate, discrimination and violence along national, religious, racial, gender and other divides...

It is nice and refreshing to see someone wearing a t-shirt this morning that says:

"One World, One Dream"

I don't know what the Asian characters above it say...but hopefully, it's more hopefullness!

Unfortunately, without a common enemy--whether disasters, plague or alien invasion--what divides us normally seems stronger than what holds us together.

Hence, routine murders, maimings, abductions, rapes, enslavement, and harrassment of one neighbor against the other. 

We behave like little children fighting for the toys in the sandbox except with consequences that can elevate all the way to genocide or WMD. 

As we squabble with each other, perhaps there are moments when we can have the self-awareness and strength of character to actually look in the mirror with some shame for how low we'll stoop to get our share in a world of divine comedy. 

Wouldn't it be nice for humanity to change ways and instead have compassion on each other (children of G-d), share the toys, and end the miserable hate. ;-)

Disability Stories and Resources

Just wanted to share this great site called Disability Blog where people tell about their experiences of being disabled and how they have overcome the odds. 

It is hosted by Department of Labor's Office of Disability Employment Policy.


And it is the official blog of Disability.gov where there is lots of information on "disability programs and services." 


The blog site promotes the "full inclusion of people with disabilities in the workforce and communities nationwide."


Disability Blog posts guest bloggers on various topics and I read some of the recent posts and they were very good, including:


- Disability rights activism

- Small business loans and mentoring support with SCORE for a veteran with disability
- Resources and support from the Amputtee Coalition for a child that was hurt in a lawn mowing accident
- A courageous description of how someone lives with syndactyly (fused fingers).
- Options for workplace accommodations at the Job Accommodation Network

As someone myself who has had two total hip replacements, I encourage people to get their personal stories out there to increase disability awareness, rights, and resources and support to help them.


I used to dream about retiring one day and running along the boardwalk and ocean every morning in Florida, but I know that will not happen for me anymore (so thank G-d for swimming). 


Disabilities can happen to anyone. 


We all need to be sensitive to what it's like to be different and have unique challenges, and to try and help anyone who does.  ;-)

Oh, Change!

What an astute comic this is about change. 

"Who wants change?"  Everyone raises their hands enthusiastically.

"Who wants to change?" Everyone has their hands and eyes down. 

I suppose that is the difference between a nice lofty but esoteric concept, and something that actually impacts us and requires our attention, resources, and hard work. 

So what sounds good for the masses in a speech or article may sound entirely different when applied to the individual. 

Who me change?  No, that's someone else's problem!

- Global warming and environmental destruction--that's coming from China now.

- Russian aggression in Ukraine, Georgia, the Baltic States--it's a European issue.

- The Arab Spring with governments being overthrown and countries destabilizing into sectarian violence--that's for The Gulf States to worry about. 

- Higher taxes to pay for social entitlements--let the very rich pay for that.

- More security and surveillance for counter-terrorism initiatives--let's just surgically target the bad guys with those. 

Let's face it--we all have a lot on our plates already and we are suckers for a good talking to about some broadly-based, fantastical future that is better, happier, healthier, and more peaceful and prosperous.

But what do you have to give up or sacrifice for this future utopia or making progress towards it...ah, that's not a message we really want to get into now, is it?

Change...it's good for the next guy and gal; let me have my cake and eat it too. ;-)

We Didn't Make History

A sincere congratulations to the European Union for the epic landing of a probe from the Rosetta spacecraft--the first such landing on a comet.

They did this with a landing area of just 550 yards in diameter and away from deep crevices, large boulders, and sharp peaks--it is amazing!


Their European space scientists are exclaiming and rightfully so, "We made history today."

The problem for us is that we--the U.S.of A.--didn't!

Yes, we landed the first man on the moon in 1969 and we haven't done it again since 1972.

I remember in grade school, with great pride and wonder, watching the first space shuttle taking flight--that was in 1981.

Since then, we had the horrific Space Shuttle Columbia disaster (2003), followed by the retirement of the shuttles altogether (2011).

Now, we rely on Russian rockets to bring supplies to the International Space Station and for our military and national security satellites.

Then, just a few weeks ago, we had the explosion of Virgin Galactic's SpaceshipTwo (2014) that is said to have been plagued with problems from inadequate rocket thrust, flight control system issues, and deficiencies in basic structural integrity. 

In the meantime, the Indians have made it to Mars on a dime. 

Where are we as a nation looking to advance into space--where resources and our very survival may someday soon depend?

Just think what those multi trillions of dollars spent (some would say squandered) in Iraq and Afghanistan (now being overrun by ISIS or threatened by the Taliban) as well as for the American Recovery and Reinvestment Act (uh, what did we really accomplish for all that money spent?).

Where we once led, and as children we stood in awe, now we stand in bewilderment and leave our children marveling at the victories and accomplishments of others. 

We can not/must not become complacent or stop investing strategically in our future--we need to act with urgency and commitment again for our nation to succeed.

Question Without Losing Faith


This is a disturbing 2-hour documentary called Zeitgeist (2007) by filmmaker Peter Joseph. 

The first few minutes are a little weird so give it a chance or skip forward to the harsh crux of the movie that starts at around 8:45. 

This films makes you question your assumptions on religion, politics, and economics. 

According to the New York Times, Mr. Joseph has since "moved away from" his outlandish conspiratorial allegations that 9/11 was an "inside job."

But if even a tiny percentage of this movie has any merit, it gives us pause to reflect on what is real, perceived, and just some very good marketing perhaps. 

Putting aside their wild conspiracy claims, The Zeitgeist Movement, according to The Huffington Post, advocates for a society that is moneyless and stateless, and with apparently disarmament not far behind.

Instead, their group sees the world run by a great global computer that monitors resources for preservation, sustainability and I would assume allocation, and maximizes efficiencies through "labor automation." 

It seems as if their ideology is modeled not only on "social values" but on socialism. 

The most important things that I think I took away from the movie can be summarized in the following:

1) G-d is unquestionable and that's what faith is all about. 

2) Critical thinking is incredibly important--don't just take everything, or maybe anything, for granted.

3) Power must be a means to an end and not an end itself and like American Singer-Songwriter, Jimi Hendrix said: "When the power of love overcomes the love of power, the world will know peace."

Hello From Moon Colony

What can be more thrilling than the promise of space exploration and the virtually limitless possibilities that it holds. 

Since the Apollo 11 mission in 1969, the first manned mission to land on the moon, we have dreamed of the next step in terms of an actual colony of humans living there. 

In 1975, the science fiction TV show Space: 1999, that many of you may still remember, envisioned what this space colony could look like (until a nuclear mishap sends the colony hurling through space). 

From 1984, you can see attached, a NASA's artist rendering of a colonized moon along with astronauts and lunar rover.

Now in 2012, with the presidential campaigning in full swing, we are hearing the promise of such a manned lunar colony once again and it is still just as exciting as ever.

One candidate, called for the lunar colony to be bustling with commercial activity by 2020--wouldn't that be amazing!

While it was funny when this candidate said that once the colony reached 13,000 American inhabitants, they can petition to become a state, it also somehow brought it into a new perspective and made it so real--like could this really happen one day? 

The idea of expanding beyond our limits here on Earth, making new discoveries, tapping into potential new resources, and harnessing ever greater innovation from such exploration can bring hope of a better, brighter tomorrow to all. 

Note to self: must haves for a lunar colony--aside from a place of worship, a great fitness center and some nice restaurants, we'll need the Internet, iPhone, Netflix, and Xbox (and Facebook would be a plus) ;-)

Overcoming the Obstacles to Cyber Security

There continues to be a significant shortfall in our cyber security capabilities, and this is something that needs our determined efforts to rectify.

Often I hear a refrain from IT specialists that we can’t wait with security until the end of a project, but rather we need to “bake it into it” from the beginning. And while this is good advice, it is not enough to address the second-class status that we hold for IT security versus other IT disciplines such as applications development or IT infrastructure provision. Cyber Security must be elevated to safeguard our national security interests.

Here are some recent statements from some our most respected leaders in our defense establishment demonstrating the dire strait of our IT security posture:

· “We’re the most vulnerable, we’re the most connected, we have the most to lose, so if we went to war today in a cyber war, we would lose.”- Retired Vice Admiral Mike Mullen (Federal Computer Week 24 February 2010)

· The United States is "under cyber-attack virtually all the time, every day” - Defense Secretary Robert Gates: (CBS, 21 April 2009)

· “The globally-interconnected digital information and communications infrastructure known as “cyberspace” underpins almost every facet of modern society and provides critical support for the U.S. economy, civil infrastructure, public safety, and national security. This technology has transformed the global economy and connected people in ways never imagined. Yet, cybersecurity risks pose some of the most serious economic and national security challenges of the 21st Century.” (White House CyberSpace Policy Review, 2009)

Further, the number of attacks is increasing; for example, SC Magazine 20 November 2009 reported that the number of cyber attacks against the Department of Defense was increasing year-over-year 2009 to 2008 by some 60%!

And the penetration of our critical systems spans our industrial, civilian, and defense establishment and even crosses international boundaries. Most recently reported, these included the following:

· F-35 Joint Strike Fighter $300B program at Lockheed Martin,

· The Space Shuttle designs at NASA

· The joint U.S. South Korean defense strategy

· The Predator feeds from Iraq and Afghanistan and more.

Thankfully, these events have not translated down en-masse and with great pain to the individuals in the public domain. However this is a double-edged sword, because on one had, as citizens we are not yet really “feeling the pain” from these cyber attacks. On the other hand, the issue is not taking center stage to prevent further and future damage.

This past week, I had the honor to hear Mr. James Gossler, a security expert from Sandia National Labs speak about the significant cyber security threats that we face at MeriTalk Innovation Nation 2010 on the Edge Computing panel that I was moderating.

For example, Mr. Gossler spoke about how our adversaries were circumventing our efforts to secure our critical cyber security infrastructure by being adept and agile at:

· Playing strength to weakness

· Developing surprising partners (in crime/terror)

· Changing the rules (“of the game”)

· Attacking against our defenses that are “naïve or challenged”

In short, Mr. Gossler stated that “the current state-of-the-art in information assurance [today] is significantly outmatched” by our adversaries.

And with all the capabilities that we have riding on and depending on the Internet now a days from financial services to health and transportation to defense, we do not want to be outgunned by cyber criminals, terrorists, or hostile nation states threatening and acting in ways to send us back to the proverbial “stone-age.”

Unfortunately, as a nation we are not moving quickly enough to address these concerns as retired Navy vice admiral Mike McConnell was quoted in Federal Computer Week: “We’re not going to do what we need to do; we’re going to have a catastrophic event [and] the government’s role is going to change dramatically and then we’re going to go to a new infrastructure.”

Why wait for a cyber Pearl Harbor to act? We stand forewarned by our experts, so let us act now as a nation to defend cyber space as a free and safe domain for us to live and thrive in.

There are a number of critical obstacles that we need to overcome:

1) Culture of CYA—we wait for disaster, because no one wants to come out first—it’s too difficult to justify.

2) Security is seen as an impediment, rather than a facilitator—security is often viewed by some as annoying and expensive with a undefined payback, and that it “gets in our way” of delivering for our customers, rather than as a necessity for our system to work

3) We’ve become immune from being in a state of perpetual bombardment—similar to after 9-11, we tire as human beings to living in a state of fear and maintaining a constant state of vigilance.

Moreover, to increase our cyber security capabilities, we need to elevate the role of cyber security by increasing our commitment to it, funding for it, staffing of it, training in it, tools to support it, and establishing aggressive, but achievable goals to advance our capabilities and conducting ongoing performance measurement on our initiatives to drive results.

When Commitment is Just a Crowd-Pleaser

In the organization, you can’t really do anything without management commitment and a certain degree of consensus. In fact, management commitment is usually at the top of the list when it comes to a project’s critical success factors.

But when is commitment real and when is it just lip service?

Sometimes, when the boss tells you to do something, he means it and gives you the authority and resources to make it happen. Other times, “go do” is superficial and denotes more of a “this isn’t really important”, but we need to make a good show of it for political, compliance, or other reasons. In the latter case, there is usually no real authority implied or resources committed to getting the job done. But at least we gave it our best (not!).

As an employee, you have to be smart enough to know the difference in what you’re being asked to do (and not do), so you don’t end up stepping in the muck—trying to do something that no one really wants anyway or the opposite, not delivering on a project that others are depending on.

Knowing the difference between what’s real and what isn’t can mean the difference between a successful and rewarding career (i.e. “you get it”) or one that is disappointing and frustrating (because you’re sort of clueless).

It was interesting for me to read in the Wall Street Journal, 5 February 2010, about how looks can be deceiving when it comes to support for someone or some cause: apparently, in certain European countries, such as Ukraine, it is common place for rallies to be attended not by genuine supporters, but by people paid to show up. In other countries, you may not be paid to show up, but instead be punished for not doing so.

The Journal reports that “rent-a-crowd entrepreneurs find people fast to cheer or jeer for $4 an hour…[and] if you place an order for a rally, you can have it the next day.”

So what looks like thousands of people turning out to support someone or something is really just a sham. This is similar to leaders who turn out to support a program or project, but really they are just paying lip service with no intention of actually helping the project make an inch of progress. Their superficial support is paid for by goodwill generated by their apparent support or what one of my friends used to call by “brownie points” (for brown-nosing their boss or peers)—but of course, they aren’t really behind the initiative.

The article summarizes it this way: “For now, people see the same old politicians and hear the same old ideas. If someone fresh brings a new idea, people will come out and listen for free.”

Good leaders need to actually say what they mean and mean what they say, so employees are able to focus on the work that’s really important and get the results the organization needs. This contrasts with ineffectively telling employees to “go do”, but no one is standing with or behind them—not even for 4 dollars an hour.

Of course, leaders must get on board with the direction that the overall organization is going. That is just part of being a team player and accepting that first of all, we are not always right as individuals, and second of all that we live in an imperfect world where sometimes our choices are not ideal.

However, when employees are required to rally for causes they truly don’t believe in or leadership feels compelled to pay lip service to initiatives they will not ultimately fund or commit to, the result is a dysfunctional organization. The outward reality does not match the actual feelings or thoughts of its people. (Sort of like having a diversity initiative headed by all white males over the age of 50.)

Let us commit to a spirit of honesty in all our dealings. If a conflict needs to be addressed, let’s address it directly rather than avoiding or glossing over it. One very basic and simple step toward this end is to recognize and reward the people who are brave enough to say when the emperor has no clothes and who are able to provide alternatives that make sense.

And finally—when we do commit to something—let’s see it through.

Motivated by Progress

There are all sorts of theories about what motivates people. The two most popular are Maslow’s Hierarchy of Needs and Hertzberg’s Theory of Motivation.
Maslow (1954) believed that people fulfill needs from the lowest to the highest order in terms of physiological, safety, social, esteem, and self-actualization.
Herzberg (1959) understood that more specifically at work, there were five key motivators to job satisfaction: achievement, recognition, the work itself, responsibility, and advancement. Things like salary and working conditions were believed to not provide satisfaction, but could lead to job dissatisfaction.
An article in Harvard Business Review (January-February 2010) underscores Hertzberg’s belief that achievement is the greatest work satisfier of all, as the article states: “we now know what the top motivator of performance is…It’s progress.”
· Workers are energized when “they’re making headway in their jobs, or when they receive support that helps them overcome obstacles.”
· Workers are demoralized when “they feel they are spinning their wheels or encountering roadblocks to meaningful accomplishment.”
Bottom line is that most people generally want to work and be productive human beings: when we contribute positively to the world, we feel a purpose to life. Achievement and progress means that we somehow leave this world a little bit better than when we arrived, and the whole thing is not meaningless. The daily growing pains of life are not in vain—we are contributing to something greater—something that outlasts ourselves.
Recently, I read that only 45% of workers were satisfied with their jobs (based on finding from the Corporate Executive Board). Even in a horrible economy, people are not satisfied with a paycheck. They want to feel good about what they are doing and that they are doing something.
Something is getting in the way of people’s feeling of progress at work or their level of job satisfaction wouldn’t be the worst in decades.
The authors of the Harvard Business Review article state “the strongest advice we offer [to leaders] from this study…”scrupulously avoid impeding progress by changing goals autocratically, being indecisive or holding up resources.”
The point is that a leader is first and foremost an enabler for progress. If they are holding back their people, rather than helping them, we have dysfunctional leadership at its core.
So in simple terms—effective leaders must:
· VISION: Set and articulate a compelling vision/strategic direction for organization bringing their people into the process through genuine inclusion.
· DECISION: Make decisions with a reasonable and responsible level of analysis and consideration, but avoid analysis-paralysis, wavering, and indecision.
· EXECUTION: Give your people the authority, accountability, resources, training, and tools to execute or as the saying goes, “put your money where your mouth is.”
Progress and employee satisfaction will not be achieved with just one or two of the three: If the employees want to move forward on leadership vision, but they can’t get needed decisions to really execute, the vision is for all intensive purposes, dead on arrival. And even if employees have a vision and the needed decisions to operationalize it, but they can’t get the resources to really see it through, progress is slowed, stunted, or perhaps, not even possible at all.
Perhaps this is one reason for the high project failure rate in organizations that we’ve seen for years now resulting in cost overruns, missed project schedules, and requirements that go unmet.
Yes, workers will always seek job satisfaction, but its not just about more money, more benefits, more recognition, more advancement, like so many erroneously still believe. Rather, the Holy Grail to worker satisfaction is a leadership that knows how to let them really be productive.
I believe that true leadership success is measured in progress, and a sure sign of organizational progress is when employees feel productive. A good metric for “progress” is whether employees are engaged and (to put it simply) happy.

Weapons or Troops and The Total CIO

Should the CIO focus on day-to-day operational issues or on IT strategic planning and governance issues?

From my experience many are focused on firefighting the day-to-day and putting some new gadget in the hands of the field personnel without regard to what the bigger picture IT plan is or should be.

In many cases, I believe CIOs succumb to this near-term view on things, because they, like the overall corporate marketplace, is driven by short-term results, whether it is quarterly financial results or the annual performance appraisal.

The Wall Street Journal, 30 October 2008, had an article entitled,
“Boots on the Ground or Weapons in the Sky?”—which seemed to tie right into this issue.

The debate is to which kind of war we should be preparing to fight— the current (types of) insurgencies in Iraq and Afghanistan or the next big war, such as potentially that with Russia or China.

Why are we facing this issue now?

“With the economy slowing and the tab for the government’s bailout of the private sector spiraling higher…lawmakers are signaling that Pentagon officials will soon have to choose.”

And there are serious implications to this choice:

“The wrong decision now could imperil U.S. national security down the road.”

The two sides of the debate come down to this:

Secretary Gates “accused some military officials of “next-war-itis,” which shortchanges current needs in favor of advanced weapons that might never be needed.”

In turn, some military officials “chided Mr. Gates for “this-war-itis,” a short-sighted focus on the present that could leave the armed forces dangerously unprepared down the road.”

From war to technology:

Like the military, the CIO faces a similar dilemma. Should the CIO invest and focus on current operational needs, the firefight that is needed today (this-IT-itis) or should they turn their attention to planning and governing to meet the business-IT needs of the future (next-IT-itis).

But can’t the CIO do both?

Yes and no. Just like the defense budget is limited, so too is the time and resources of the CIO. Sure, we can do some of both, but unless we make a conscious decision about where to focus, something bad can happen.

My belief is operations must be stabilized--sound, reliable, and secure—today’s needs, but then the CIO must extricate himself from the day-to-day firefighting to build mission capabilities and meet the needs of the organization for tomorrow.

At some point (and the sooner, the better), this-IT-itis must yield to next-IT-itis!

10 Obstacles to Enterprise Architecture

Here is an interesting list of 10 obstacles to the enterprise architecture from a colleague and friend, Andy Wasser, Associate Dean, Carnegie Mellon University School of Information Systems Management:

  1. Lack of Senior Management [Commitment] Support
  2. Inability to obtain necessary resources (funds, personnel, time)
  3. Business partner alienation
  4. Internal IT conflicts and turf issues (no centralized authority)
  5. Lack of credibility of the EA team
  6. Inexperience with enterprise architecture planning or inexperience with the organization
  7. Entrenched IT team [operational focus versus strategic]
  8. Focus on EAP methodologies and tools [rather than on outputs and outcomes]
  9. Uncertain payback and ROI
  10. Disharmony between sharing data vs. protecting data

This is a good list for the chief enterprise architect to work with and develop strategies for addressing these. If I may, here are some thoughts on overcoming them:

1-4,7,9: Obtain Senior management commitment/support, resources, and business/IT partnership by articulating a powerful vision for the EA; identify the benefits (and mandates); preparing an EA program assessment, including lessons learned and what you need to do to make things “right”; developing an EA program plan with milestones that shows you have a clear way ahead. Providing program metrics of how you intend to evaluate and demonstrate progress and value for the business/IT.

5,6,8: Build credibility for EA planning, governance, and organizational awareness by hiring the best and the brightest and train, train, train; getting out of the ivory tower and working hand-in-hand in concert with business partners; building information products and governance services that are useful and usable to the organization (no shelfware!); using a three-tier metamodel (profiles, models, and inventories) to provide information in multiple levels of details that makes it valuable and actionable from everyone from the analyst to the chief executive officer; looking for opportunities (those that value EA and want to participate) and build incrementally (“one success at a time”).

10: Harmonize information sharing and security by developing an information governance board (that includes the chief information security officer) to vet information sharing and security issues; establishing data stewards to manage day-to-day issues including metadata development, information exchange package descriptions, discovery, accessibility, and security; creating a culture that values and promotes information sharing, but also protects information from inappropriate access and modification.

Requirements Management and Enterprise Architecture

Requirements management is critical to developing enterprise architecture. Without identifying, understanding, and rationalizing the organization’s requirements, no meaningful enterprise architecture planning can occur.

“The purpose of Requirements management is to manage the requirements of a project and to identify inconsistencies between those requirements and the project's plans and work products. Requirements management practices include change management and traceability.”

Traceability is the identification of all requirements back to the originator, whether it be a person, group, or legal requirement, or mandate. Traceability is important to ensure alignment of end products with the origination of the requirements, prioritization of requirements, and determining requirements’ value to specific users. Traceability should ensure that requirements align to the organization’s mission (intended purpose) and its strategic plan. (Wikipedia)

How is requirements management done?

  1. Stakeholders—identify program/project stakeholders.
  2. Requirements—capture, validate and prioritize stakeholder requirements.
  3. Capabilities—analyze alternatives and plan for capabilities to fulfill requirements.
  4. Resources—ascertain resource needs for capability development
  5. Activities—perform activities to develop the capabilities to meet the requirements.
  6. Measures—establish measures to demonstrate requirements have been met.

How does EA bridge requirements and capabilities?

Enterprise architecture captures strategic requirements—high-level mandates or needs. It uses this to establish an integrated set of functional requirements areas or cross-cutting categories of requirements. These drive strategic capability development to meet mission needs and achieve results of operation. Strategic capabilities are reflected in the enterprise architecture in the target and transition plan. This is used to evaluate proposed new IT projects, products, and standards to ensure that they align to and comply with the EA.

EA is the glue that binds sound IT investment decision making to strategic requirements and technical alignment.
