Is It "A Message To Garcia" - Or To Us?

There is an inspirational essay by Elbert Hubbard written in 1899 called “A Message to Garcia” that is about taking initiative and getting the job done.

Here is an abstract:

When war broke out between Spain and the United States, it was necessary to communicate quickly with the leader of the insurgents. Garcia was somewhere in the mountains of Cuba—no one knew where…the President must secure his co-operation, and quickly…Rowan was sent for and given a letter to be delivered to Garcia…[he] strapped it over his heart…landed by night off the coast of Cuba…disappeared into the jungle, and in three weeks came out the other side of the Island having traversed a hostile country on foot, and delivered his letter to Garcia.”

Garcia is held up by Hubbard as an iconic worker who can “act promptly, concentrate their energies: do the thing.

And the right way for a worker to perform, according to Hubbard (in my words) included:

- Attention and care to the job

- Independent action/autonomy

- Cheerfulness (or a good attitude)

- Integrity to carry out their work with or without supervision

Elbert Hubbard emphasizes a strong work ethic that can be best summarized when he states:

“My heart goes out to the man who does his work when the ‘boss’ is way, as well as when he is at home [interesting that this was written before modern telework!]. And the man who when given a letter for Garcia, quietly takes the missive, without asking any questions, and with no lurking intention of chucking it into the nearest sewer, or of doing aught else but deliver it.”

Hubbard’s essay sold over 40 million copies and was translated into 37 languages. It was also made into two movies. The message of Garcia as a model employee obviously resonates far and wide.

Reading the essay, which is written in “Old English,” it was surprising to me that the management challenges we face today are the same ones that were apparently confronted already 100 years ago.

It seems that the search for great employees – meaning those who can generate results, are accountable for delivering value, and are customer-centric - is timeless!

“A Message for Garcia” is truly a call to action for all. No matter what level on the career ladder we occupy, and no matter what organization we serve, what we do for our jobs does matter. Let us “own it” and own it well, just as if we were delivering the President’s message to Garcia.

Nurture Diversity to Achieve Better Results

Diversity is essential to critical thinking, innovation, and improved decision-making/governance. The more ways we have at looking at a problem, the more likely we can be to challenge the status quo, break old paradigms, and find new and better ways of doing things.

However, according to the Wall Street Journal, 25 January 2010, often diversity—even at the highest levels, such as on boards of directors—doesn’t produce the desired results.

WHY? “People often feel baffled, threatened or even annoyed by persons with views and backgrounds very different from their own. The result is that [those]…with views or backgrounds that are different are isolated or ignored. [Moreover,] constructive disagreements spill over into personal battles.” In the end, Groupthink and poor decision-making—rather than diversity and constructive dialogue—prevails.

Therefore, the imperative to improve governance mechanisms is “to unlock the benefits of diversity, boards must learn to work with colleagues who were selected not because they fit in—but because they don’t.

WHAT WE NEED TO DO:

1. Assist Newcomers”—Help new people to fit in. Explain how things work and how they can play an important role. Introduce them to others, provide them opportunities to connect, and make them feel comfortable to share their points of view.

2. Encourage Dissent—“diverse boards must not be afraid of conflict, as long as it is constructive and civil.” Alternate views should be encouraged, recognized, and even rewarded for benefiting the governance process.

3. Ask Everyone What They Think-- It is easy for new people “to tire of the struggle of making themselves heard. Feeling isolated and ignored, they end up self-censoring.” Obviously, this is counter-productive to having diversity and hurts decision-making. So the chair of the board needs to make it easy for people to express their views and to elicit participation from everyone around the table.

4. Assign a “Devil’s Advocate”—choose different governance board members to play the role of devil’s advocate at different meetings to counter the inclination for everyone to agree just to get along and fit in.

Overall, the key to benefiting from diversity on governance boards is not to let any individual or any group predominate. The proverbial “my way or the highway” approach is how decision-making becomes one-sided, narrow, and deficient. Instead, every one on the board must be treated with respect, courtesy, and be given the opportunity to speak their mind.

In my opinion, leaders must ensure that governance boards do not just create an appearance of diversity, but rather encourage a genuine and productive encounter between very different people that is richer for the interaction.

The Forgotten 60%

IT Leaders are often worried (almost exclusively) about the technology—Is it reliable? Is it robust? Is secure? Is it state-of-the-art? Is it cost-effective? And more.

This is what typically keeps IT management up at night—a server outage, the network being down, an application not available, a project off track, or a security issue such as a virus or worm.

While much lip service has been paid to the statement that “people are our most important asset;” in reality, too little emphasis is generally placed here—i.e. people are not kept high on the IT leadership agenda (for long, if at all), technology is.

Hence, we have seen the negative effects of outsourcing, layoffs, cut training budgets, pay and incentive stagnation, and other morale busting actions on our workforce, along with customers who have been disappointed by magnificent IT project failure rates—with projects over cost, behind schedule, and not meeting customer spec.

Our people—employees and customers—are not being properly cared for and the result is IT projects failure all around us (the stats speak for themselves!).

In essence, we have lost the connection between the technology outcomes we desire and the people who make it happen. Because what drives successful technology solutions are people—knowledgeable, skilled, well trained, and passionate people—working collaboratively together on behalf the mission of the organization.

A book review in ComputerWorld (21 December 2009) on World Class IT by Peter A. High identifies the 5 elements of IT leadership, as follows:

1. Recruit, train, and retain world-class IT people.

2. Build and maintain a robust IT infrastructure.

3. Mange projects and portfolios effectively.

4. Ensure partnerships within the IT department and with the business.

5. Develop a collaborative relationship with external partners.

Interestingly enough, while IT leaders generally are focused on the technology, information technology is not #1 of the 5 elements of IT leadership, but rather employees are—they are identified at the top of the list—and the author states that CIO's should tackle these issues in the order presented.

Further, of the 5 key IT leadership elements, fully 3—or 60% are all about people and relationships, not technology. #1 are employees, #4 is business-IT partnership (customers), and #5 is external collaboration or outreach.

So unfortunately for our organizations, people are the all too forgotten (or neglected) 60%.

I do want to note that I do not fully agree on the order presented by Mr. High; in particular I do not think the customer should be 4th on the list, but rather as the customer represents the mission and the requirements to carry it out, the customer should be unquestionably to me at the very top of the list of IT leadership focus—always. We are here to serve them, period.

Overall though, the key point is that IT leaders need to reorient themselves to people and not overemphasize the technology itself, because if they generally respect and take care of the people and the relationships, the technology will follow and be more successful then ever.

Constructive Truth Hurts, But Helps

It is pretty hard to give and to get honest feedback.

It is often acknowledged that performance reviews are one of the most difficult task for managers to perform. Managers don’t like to “get into it” with the employees, and employees often can’t deal with a straightforward evaluation from their supervisors. Plenty of sugarcoating seems to go on to make the process more digestible for all.

Similarly, people tend not to say what they “really think” in many situations at work. Either, they feel that saying what they mean would be “politically incorrect” or would be frowned upon, ignored, or may even get them in trouble. So people generally “toe the line” and “try not to rock the boat,” because the “nail that stands up, gets hammered down hard.”

An article in the Wall Street Journal, 5 October 2009, reports a similar pattern of behavior with ratings on the Internet. “One of the Web’s little secrets is that when consumers write online reviews, they tend to be positive ratings: The average grade for things online is about 4.3 stars out of five.” On Youtube, the average review for videos is even higher at 4.6.

Ed Keller, the chief executive of Bazaarvoice, says that on average he finds that 65% of the word-of-mouth reviews are positive and only 8% are negative. Likewise, Andy Chen, the chief executive of Power Reviews, says “It’s like gambling. Most people remember the times they win and don’t realize that in aggregate they’ve lost money.”

Some people say that ratings are inflated because negative reviews are deleted, negative reviewers are given flak for their “brutal honesty,” or the reviews are tainted with overly positive self-aggrandizing reviews done on themselves.

With product reviews or performance reviews, “it’s kind of meaningless if every one is great.”

I remember when I was in the private sector, as managers we had to do a “forced rankings” of our employees regardless of their performance rating, in an effort to “get to truth” across the organization.

Generally speaking, performance systems have been lambasted for years for not recognizing and rewarding high performers or for dealing with performance problems.

Whether it products, people, or workplace issues, if we are not honest in measuring and reporting on what’s working and what's not—fairly and constructively—then we will continue to delude ourselves and each other and hurt future performance. We cannot improve the status quo, if we don’t face up to real problems. We cannot take concrete, constructive action to learn and grow and apply innovate solutions, if we don’t know or can’t acknowledge our fundamental weaknesses.

“Being nice” with reviews may avert a confrontation in the short-term, but it causes more problems in the long-term.

Being honest, empathetic, and offering constructive suggestions for improvement with a genuine desire to see the person succeed or product/service improve—and not because the manager is "going after" someone—can be a thousand times more helpful than giving the nod, wink, and look-away to another opportunity for learning, growth, and personal and professional success.

Lessons from High School Dropouts for The Total CIO

The Wall Street Journal, 21 October 2008, reports some shocking statistics on high school dropouts.
  • “In the nation’s 50 largest cities, the graduation rate [in four years] was 52%.”
  • The graduation rate was as low as 25% in Detroit.
  • “Only about seven in 10 students are actually finishing high school.”
  • “Dropouts are disproportionately represented in the criminal justice system, including about 75% of state prison inmates.”
  • “The difference in lifetime salary for a dropout and a high school graduate is about $300,000.”
  • Cutting the number of dropouts in half would generate $45 billion annually in new tax revenue.”

So obviously there is a very compelling case for reducing the high school dropout rate and having students graduate!

What is being done to address this issue?

One new program was started in the city of Houston called “Reach Out to Dropouts.” In Reach Out, “volunteers, including Mayor White and school superintendent Abelardo Saavedra, visit the homes of students who haven’t returned to school.”

How did this start?

The mayor “was troubled by the fact that while the private industry could track inventory world-wide, school systems could not track students.” But then he took this further, by reaching out to students in person, and finding out why they quit, and how the city could help them return (for example, money, childcare, tutoring and so on).

What are the results?

“Reach Out has recaptured more than 5,500 dropouts in the city since it started in 2004.”

One student summarized it this way: “They were saying I was so smart and they didn’t know why I wasn’t in school, that I was too smart to just drop out. It got to me, kind of.”

This is powerful stuff!

To me there are some profound lessons here for the Total CIO:

First is the personal touch. The CIO’s job is providing information technology solutions for the business and this is great. However, IT is not a replacement for having a personal touch with people. Technology solutions need to complement people solutions.

In the case of the Reach Out program, it’s not enough for our schools to track students like inventory or assets using attendance systems, but we need then take the tracking information and apply it with people and process to get in there and actually help the students come back and graduate. The technology along can’t do this; only people can!

In general, IT solutions must follow people’s requirements and process improvements. You cannot build IT solutions for yesterday’s process (sending letters home or calling the truancy officer); you must build it for today and tomorrow’s way of doing business (personally finding out what the problem is and then remediating it). The bottom line is that the CIO has to be forward-thinking rather than reactive: Implementing technology solutions and then modifying or customizing it to mimic existing processes is not the answer. Rather, the CIO needs to work with the business to modernizing the process and then apply the appropriate technology as an enabler for enhanced results.

With the Reach Out program to help students graduate, the City of Houston didn’t just track the dropouts, but they looked at what was being done to solve the problem and bring kids back into the education system. If sending letters home to parents wasn’t working, for example, then perhaps getting out from behind the desk and going to the student’s homes would. Through this new way of “doing business,” the educators and politicians are showing genuine care and concern, and tailoring solutions to the needs of individual students—and it is working!

The personal touch with people, and reengineering process to match what they need, is crucial for solving problems and implementing technology solutions.
