Armored Skin

Not just for super heroes in comic books anymore, ArmStar has invented a new non-lethal weapon called the BodyGuard.

It was invented by David Brown, a cameraman, editor, and producer, and supposed friend of Kevin Costner.

The idea of the encased ballistic nylon arm glove is that if you are wearing the weapon, you won't drop it or easily be disarmed by your opponent.

According to CrunchGear (31 May 2011), "The BodyGuard is an armored gauntlet with a 500,000-volt stunner protruding from the back of the hand, with room for any number of other weapons of self defense."

Aside from the stun gun, current prototypes come equipped with video camera, laser pointer, and flashlight; and future versions are envisioned to have chemical sensors, GPS, biometric readers, translators, and more.

I would imagine, you could also install things like mace or smoke that can be dispensed into action at the push of a button (with safety).

This is why the BodyGuard is seen not only as a weapon, but also as a weapons platform, with an actuator pressure pad in the palm of the hand controlling the release of the weapons.

The menacing display of voltage between the electrodes on the wrist, the green laser target on one's chest, as well as knowing that you may be videotaped (along with the possibility of other embedded weapons) can make the BodyGuard a useful tool for law enforcement to help prevent and defuse confrontations, deter criminals, and save lives.

The BodyGuard won a Popular Science 2011 Invention Award and according to their magazine "the first demo unit will be released to the Los Angeles sheriff's department later this year."
While I think the non-lethal version is promising for law enforcement, a lethal version for our military seems like a another market and next step in delivering ergonomic and flexible battle gear to our war fighters.

I think there is also potential here for non-weaponized versions, for commercial and personal use--where ever and whenever body protection and quick access to tools and gadgets are needed--construction, manufacturing, even mountain climbing!

Finally, while having this is nice on one arm, I think this could be expanded for modules for both arms, legs, and so forth.

This has a lot of potential and I wish I had one of these when riding the IRT subway late in the evenings in NYC as a kid...it would have been nice to hit the pressure button and watch the volts arc and the bad guys just run the other way.

You Can Run From MORIS, But You Can't Hide

There is a promising new mobile biometric recognition device for law enforcement called the MORIS (Mobile Offender Recognition and Identification System) by Biometric Identification and Intelligence Technologies.

MORIS units are a 2.5 ounce hardware attachment and software app for the iPhone that cost about $3000 each and turns the device into a crime-fighting tool.

The devices are able to take fingerprint, facial, and Iris identification and access criminal justice data wirelessly from anywhere using a common iPhone to match against existing criminal records.

Police are able to identify suspects on the fly in seconds.

Popular Science has named MORIS one of the BEST INNOVATIONS of 2010.

As of November 22, 2010, 25 Massachusetts Police Departments have been the lucky recipients of these futuristic crime fighting technology devices.

Apple Cool Is Serious Business

Jim Bueermann, former Chief of Police of the Redlands Police Department in California is a visionary when it comes to his adoption of iPhones and iPads for law enforcement.

I was fortunate to have met Chief Bueermann recently when he shared his experiences with Apple technology.

Earlier than most people, Bueermann saw how smartphone and tablet technologies could change the way his department could do business. He understood that information available to his people was as potent a force as a physical advantage.

This video shows his officers using it on the beat and back in the office - it's ubiquitous for them.

On the Apple profile, Bueerman states: "It allows them (his workforce) to look at satellite maps, access the Internet, send emails, and take photos of potential victims and subjects."

Lt. Catren of the Redlands Police says that "Having all this information at your fingertips and being able to share it instantaneously with other officers in the field is invaluable" and has led in many cases to identifying perpetrators and capturing suspects.

In the video, we see police officers using mobile technologies for everything from capturing information to giving presentations, from sharing suspect photos to analyzing and reporting on criminal activity, and from scanning property to taking and watching video surveillance.

I like when one of his officers explains that because of the portability and ease of use of these technologies, they are basically "made for law enforcement."

Moving to iPhone and iPads (and Droid devices etc.) with all the available innovative Apps at the touch of button is a culture change organizationally, but also it is a game-changer for how we use information technology anytime and anywhere for protecting people and saving lives.

Just because a technology is user-friendly, doesn't mean that it isn't "serious business."

Redlands PD is a great illustration, although on a small scale, of how we can adopt what was only a few years ago considered "consumer technology" and use it to great effect in the enterprise.

While Apple doesn't have a monopoly on this technology, it is certainly a good example.

Half Man, Half Machine


I continue with my infatuation with everything robotics.
Here, the new Second Generation Exoskeleton Robotic Suit, the XOS 2, from Raytheon (Note: this is not a vendor endorsement)
Life imitating art--these robotic suits have been a favorite in Iron Man and the movie Alien.
I can't forget the scene in Alien when Sigourney Weaver puts on the robotic suit to fight the alien on the shuttle and blasts the alien into deep space.
In only 3-5 years, our military men and women will be wearing these and fighting with super-human capabilities.
The big hang-up with these right now is that they are tethered to a power supply, which limits mobility, but as the video explains, untethered versions will be coming soon.
I can envision commercial versions of these being worn in construction, manufacturing, warehousing--making work easier for people, decreasing job-related injuries and raising productivity.
I can also foresee theme parks where kids (and adults) prance around in mini-versions of these robotic suits and pretend they are superheros.
I also imagine these will make it into law enforcement, fire and rescue, and other emergency management functions where keeping the peace or saving lives can be enabled by robots and exoskeletons too.

Hollywood Sees The Future and It Is Shapeshifting

Ever since watching Star Trek, I’ve been fascinated by shapeshifting’s potential uses for military and law enforcement.

Now, The Economist (11 December 2010) reports that shapeshifting material, or “liquid armor,” is being tested by BAE for high-tech body armor.

Traditional body armor contains about 30 layers of protective Kevlar; however, by using the new material between the protective fibers, BAE is able to reduce the layers of Kevlar to just 10, making for lighter and more comfortable protection.

The secret to the liquid armor is that it is made of “shear-thickening fluids” from nano-engineering particles of silica, which provide the shapeshifting properties: “The molecules in such liquids are closely packed, but loosely arranged. The material behaves like a liquid in normal conditions…[but] if subjected to pressure though [like from a projectile], the molecules lock together and behave like a solid.”

In the body armor, when the fluid sandwiched Kevlar is struck by a bullet, the molecules in fluid lock together and spread the impact, thereby absorbing it more effectively.

This seems like an exciting development applying chemical engineering to protecting the warfighter and law enforcement officers.

What is also so cool is that the concept of shapeshifting being a potent force showed up almost two decades ago in movies and television—and once again we have life imitating art (so to speak)!

Hollywood captured the shapeshifters in both the movie Terminator 2: Judgment Day (1991) and Star Trek: Deep Space Nine series (1993-1999). In Terminator II, a shapeshifting cyborg is sent back in time to try and kill John Connor, the leader of the resistance against the cyborgs. The shapeshifter takes on the form of the various people and things to try and get Connor, but ultimately in thwarted by the original Terminator (played by Arnold Schwarzenegger). Similarly, in Star Trek: Deep Space Nine, Otto is a shapeshifting constable on the space station that protects the station and the Star Fleet command making frequent use of his abilities to shift forms, but always returning at rest to his liquid state to rejuvenate.

I’ve got to say that I applaud Hollywood and continue to see it as not only a creative core for our entertainment, but also a prescient forbear to technology and events to come.

A Peek at The Future of Information Search, Analysis, and Visualization

I am not endorsing any vendor or product, but here's an impressive video on what Recorded Future is doing with what they call a "Temporal Analytics Engine" to analyze open source information on the web as well as structured data sources.

This goes way beyond search as we do it today--this is a look into the future of iterative search, link analysis, information visualization (both temporally and spatially), and predictive analytics.

The video shows an example of how the technology can be used in counterterrorism efforts to "connect the dots" on the bad guys and protect our nation and its people.

Envision many other applications across government (including law enforcement), business, academia...check it out.

Advanced Biometrics for Law Enforcement

Homeland Security Today Magazine (March 2010) has an interesting article called “Biometrics on the Battlefield" about how the American military has had significant success in Afghanistan taking biometrics and in using it for “vetting, tracking, and identification.”

Here’s how it’s done:

The biometrics system uses HIIDE (Handheld Interagency Identity Detection System) devices, which is “similar in size to a large camera, [that] connects directly to the BATS [Biometrics Automated Tool Set] database and matches inputs against a biometrics watch list of 10,000 individuals.”

The database “BATS uses a combination of fingerprints, photographs and iris scans, in addition to an in-depth background examination” to “screen potential local employees, identify detainees, and differentiate friendly individuals from insurgents and terrorists.”

How successful has the use of biometrics been?

“The use of biometrics has clearly thwarted security breaches and helped prevent unwanted activities by the enemy. Additionally, in 2008 alone, hundreds of HVTs (high value targets) were identified through the use of this biometrics technology.”

The article suggests the application of this biometric system for domestic law enforcement use.

Currently, fingerprint cards or stationary scanners are common, but with the proposed military biometrics system, there is the technology potential to use mobile scanning devices quickly and easily in the field.

The article gives the example: “if an officer came into contact with an individual under suspect conditions, a simple scan of the iris would ascertain that person’s status as a convicted felon, convicted violent felon, convicted sex offender or someone on whom an alert has been placed.”

In this scenario, quicker and more accurate identification of suspects could not only aid in dealing with dangerous offenders and benefit the officers in terms of their personal safety, but also contribute to ensuring community safety and security through enhanced enforcement capabilities.

Of course, using such a system for law enforcement would have to pass legal muster including applicable privacy concerns, but as the author, Godfrey Garner, a retired special forces officer, states “hopefully, this valuable technology will be recognized and properly utilized to protect law enforcement officer in the United States. I know that I’ve seen it protect our sons and daughters on the battlefields of Afghanistan.”

We are living in an amazing time of technology advances, and the potential to save lives and increase public safety and security through lawful use of biometrics is a hopeful advancement for all.

Leading In Times of Crisis

“Though I walk through the valley of the shadow of the death, I will fear no evil; for thou art with me; thy rod and thy staff they comfort me.” (Psalm 23-4).

We all go through difficult times—we are all human. What differentiates us is how we react to adversity—some of us will crumble beneath the weight and others will be strengthened by it.

Harvard Business Review (January-February 2010) has an article called “How to Bounce Back from Adversity” by Margolis and Stoltz.

The article defines psychological resilience as “the capacity to respond quickly and constructively in a crisis.” A challenge indeed, when at the depths of the crisis, we feel “paralyzed by fear, anger, confusion, or a tendency to assign blame.”

It is certainly understandable that those suffering under crisis conditions can succumb to feelings of depression, helplessness, and perhaps hopelessness. The vision of all they do have—faith, family, friends, and more—becomes obscured by the darkness of a bad situation, which they cannot seem to see through in those moments. Hence, the saying when there is hope again for “seeing the light at the end of the tunnel.”

The authors define resilient managers as those that can “shift quickly from endlessly dissecting traumatic events to looking forward, determining the best course of action given new realities. They understand the size and scope of the crisis and the levels of control and impact they may have in a bad situation.”

When something bad happens, there is a natural period of shock and despair, which is part of the healing process. If someone doesn’t react to the pain of a situation, there is probably a lot more to worry about, then if they do cry out. But resiliency means that like the analogy with children who fail off a horse, “you get right back up and ride again.” You feel the bruise on your buttocks, but you shake it off and go on to ride on—you go on to fight another day.

Leaders when faced with challenges cannot fail back into their chair and close the door for long, because others are waiting outside for their direction. While we all need to resiliency to persevere, a leader has a special need for resiliency, because others are looking to them for a way forward. The actions of the leader affect not only him/her, but also the people they are charged with. So the trait of resiliency is especially important for leaders.

Demonstrating leadership means quickly moving to “response-oriented thinkingactions to improve, impact, and contain the situation. This is in contrast to “cause-oriented thinking”—which instead focuses on a “woe is me” attitude and asking over and over again “why is this happening?”

Time waits for no one, especially someone in a leadership position. The message of hope for our organizations from leadership is that we “replace negativity with creativity and resourcefulness, and get things done despite real or perceived obstacles.”

Why do leaders have trouble with responding in crisis as well as acting proactively to prevent it?

Certainly, one big issue is the fear of acting or reacting badly. This is the misguided thinking that it is better to do nothing and “be safe”—not make mistakes and not be blamed (i.e. take the heat)—then to do something and be accountable for the results—good or bad.

Difficulty rebounding from crisis can be seen as understandable – rooted in the desire for self-preservation. After all, crisis management takes strong action, and it is easy to take potshots at the leader, and turnover among senior executives tends to be high. Unfortunately, we tend to back away from leaders who make strong and difficult choices, and so we end up with crazy organizations—where just sitting in the chair and not “making a mistake” perpetuates a paycheck. This situation leads to a de-prioritization of the organization’s real needs, which is, to put it mildly, unfortunate.

One lesson that I’ve absorbed from working in law enforcement, is that you do what needs to be done for others first and deal with your own needs later. Law enforcement and first responders in general are the ones who you see running to the scene of trouble, when everyone else is running away. That is real “response-thinking” and I believe it teaches us a lesson about how leaders of any organization can respond to crises and rebound effectively.

What Hollywood Can Teach Us About Fighting Terrorism

U.S. law enforcement officials have thwarted about two dozen known terrorist plots since 9/11 and there are probably lots more that haven’t made the papers. Some of them, like this month’s “Underwear Bomber” have nicknames, like the “Shoe Bomber” (2002), the “Lackawanna Six,” (same year), and the “Virginia Jihad” (2003). Others are known by geographical location, such as Fort Dix (2007) and the foiled plot against synagogues in the Bronx (2009). But one thing they all have in common is their determination to threaten and even destroy our freedom and way of life.

As a person who is deeply dedicated to America’s safety and security, both personally and professionally, I worry about the rise of terrorism that has sprung up in the past few decades. Terrorists are relentlessly determined to destroy our lives even if it means taking their own lives to do it. But what is even more frightening is that despite all the actions we have taken to fight terrorism, our culture remains deeply reactive. Can we really stay one step ahead and lucky forever?

The best example of our relative complacency in the face of a deadly threat is the policy of taking off our shoes for screening only after the case of the Shoe Bomber came to light. Now again, we waited for an Underwear Bomber before talking seriously and publicly about full body screening for all?

There is a saying that you can’t drive a car by looking in the rearview mirror, but unfortunately that seems to be the way our culture approaches the fight against terrorism. The focus should not be on stopping the last threat, but on anticipating and countering the future threat before it ever materializes.

To do this, we need to think like the bad guys do as well as conduct more exercises to expose our own security weaknesses (red teaming), rather than be surprised when the terrorists find our next Achilles heel.

In the particular case of the Underwear Bomber, it was particularly shocking that we knew this person was a threat. His own father warned us, yet we didn’t put him on the terrorist watch list or revoke his visa (as the British did). And just today I read that this individual told investigators there are literally hundreds more just like him, all waiting to strike.

Think about that for a second. There are seemingly endless terrorists out there, and they can have a 99% failure rate and still be “successful.” Yet U.S. and global law enforcement can’t fail at all—not even once—without dire and deadly consequences on a massive scale.

However, instead of gripping that unbelievable reality and treating it as the dire situation it is, there is actually talk about “rehabilitating” the terrorists. As if we have succeeded at rehabilitating “normal” criminals…now we are going to try and “deprogram” people who are religiously “inspired” to commit their diabolical deeds?

To adequately manage the new reality we face today, we must not only stay ahead of known threats, but also proactively envision new potential attack scenarios, prepare for them, and thwart them before they become potentially lethal.

A great place to start would be Hollywood; our entertainment industry has done a pretty good job of imaginatively exposing potential attack scenarios—in dozens of films from Air Force One to The Sum of All Fears, Executive Decision to The Peacemaker, and Arlington Road to The Siege, and many more.

There are also television shows like 24, with now seven seasons and counting, that keep Americans riveted to their seats week after week with terrorism plots that play out before our very eyes. We seem to generally view these as serious threats that are possible in our time.

I respect the President for openly acknowledging the "systematic failure," but it is going to take all of us to commit and follow through with ongoing security measures. It is not a one month or one year event (or even an 8 year event post 9/11), but rather a complete new security mindset that stays with us always.

We can and should learn from the visionary talent in our vibrant entertainment industry and from wherever else they may reside, and adopt creative and proactive thinking about terrorism and make this a regular part of our security culture. I understand that there are many forces at play here, and that most of us are not privy to some of the more sophisticated ways that we fight terrorism every day. But what I am talking about is our collective, public culture, which still seems to shrug off the seriousness of threats against us. For example, just today, I saw a sign in an airport that directed wheelchairs through security screening. It seemed almost an invitation to sew explosives into a wheelchair (although I understand that these are actually screened).

I have the deepest respect for the men and women who serve to protect us every day. But as a culture, it is long past time to wake up. We don’t have the luxury of collective denial anymore. We must embrace security as a fact of life, fully and in an ongoing manner.

Further, as we approach 2010, let us resolve to learn from the most imaginative people in our society about how we may think out of the box when it comes to combating terrorism.

In the real world, we must act now to quickly deploy new, more advanced screening technologies to our airports, marine ports, and border crossings, and employ our most creative minds to “outwit, outplay, and outlast” the terrorists who plot against us—whether in their shoes, their underwear, or wherever else their evil schemes might lead them.

Fusion Centers and Enterprise Architecture

An important way to share law enforcement and intelligence information in a physical setting is through fusion centers.

Government Technology’s Emergency Management Magazine, Spring 2008, states “the ultimate goals of any fusion center is to prevent terrorist attacks and to respond to natural and man-made threats quickly and efficiently.”

“Data fusion involves the exchange of information from different sources—including law enforcement, public safety, and private sector—and with analysis, can result in meaningful and actionable intelligence and information…The fusion process allows relentless re-evaluation of existing data in context with new data in order to provide constant updates.”

Fusion centers bring together federal, state, local, tribal, and private sector subject matter experts to share information, provide risk and threat assessments, and provide a coordinated response.

“Nearly every state now has a fusion center to address gaps in data sharing.” In the fusion center, there is real time video monitoring that can be panned and zoomed, GIS mapping capabilities and the ability to amalgamate information. The advantage of the fusion center is that all participant organizations have the potential of seeing and hearing the same thing at the same time—although local authorities “cited difficulties accessing federal information systems.”

Not all fusion centers are permanent; some only are formed to deal with special security events like the Olympics and so forth. But those that do function 24x7 hone the skills of the participants by having them work together in a steady ongoing fashion.

While you would think that technology would do away with the need for fusion centers, since the information can be shared virtually, and therefore participants would not need to be co-located, there are benefits to having people deal with people from other organizations face-to-face.

As a User-centric enterprise architect and one who believes strongly that the human capital perspective is under-appreciated or neglected altogether, I appreciate the need for fusion centers, joint operations centers, interagency coordination centers, and the like to share not only information and technology resources, but to actually work together, cooperate, coordinate, and build stronger ties across functional and organizational silos. This is really what “enterprise” architecture is all about—breaking down the silos and building a unified, more effective and efficient organization.

The fusion center solution acknowledges that the challenge of law enforcement, intelligence, and counter-terrorism efforts needs to go beyond pure information technology initiatives. We can’t afford to just have siloed agencies and organizations working out of their own “corners.” There is a need for people to come together and collaborate in a face-to-face environment.

As architects, there is an erroneous tendency to focus on technology solutions. This is suboptimal. We need to look at business process improvement and reengineering, the introduction of new technology, and continuing to build an ever more skilled, innovative, and cohesive work force. This User-centric EA approach ties to a three-pronged approach of people, process, and technology.

Fighting Crime with Hair! And Enterprise Architecture

Enterprise architecture analyzes problem areas in an organization and identifies gap, redundancies, inefficiencies, and opportunities. It uses this information to drive business process improvement, reengineering, and the introduction of new technologies.

Enterprise architecture can benefit any process or problem area, even the difficult area of solving crimes.

Crime fighting has long faced major problems, such as identifying murder victims and tracking their killers. Now new technologies and associated analytical processes are being introduced to help solve these murder mysteries.

MIT Technology Review, 27 February 2008, reports that “Researchers at the University of Utah say that they are able to determine a person's recent travel history by comparing the isotope ratios of oxygen and hydrogen in a strand of his or her hair.”

The study, which was published February 25 in the Proceedings of the National Academy of Sciences, found a strong correlation between the isotopes in the water that a person drinks and the isotopes in her hair.”

The hair closest to the root indicates where a person has been most recently. The longer the hair, the more recorded history the researchers have to work with. Hair grows one millimeter every three days, so if the hair is 20 centimeters long, that represents about 20 months' worth of history, says Ehleringer.”

Hair analysis is considered a major breakthrough for law enforcement in helping detectives narrow locations where a murder victims and their perpetrators have been and ultimately to identify them.

In the case of hair analysis for crime solving, the enterprise architecture solution actually crosses all three technology areas—information technology, biotechnology, and nanotechnology. Hair analysis involves evaluating hydrogen and oxygen isotopes (biotechnology) in various regions’ water and air and comparing that to molecules from a person’s hair follicles (nanotechnology) using technologies called mass spectrometers (information technology), and then analyzing “geographic region of origin and travel history of humans” through predictive modeling (information technology).

As an enterprise architect, we look to deliver mission performance and results of operations through technology enablement. These technologies can take the form of information technologies, biotechnologies, or nanotechnologies. The use of these technologies in combination can solve even the toughest problem areas.
