Everyone Participates

So very infrequently do suggestion boxes actually work. 

In the office, I remember when the suggestion box was put out and the biggest suggestion put into the box was to bring paper towels back to the bathrooms after these had been replaced months before with hand dryers, so the toilets wouldn't get clogged up!

Most of the time suggestions boxes like meetings don't get the participation and input needed. 

Today, in the New York Times, Phil Gilbert says that in the meeting room, "You've got the extrovert, the introvert, the know-it-all and the ambitious steamroller. No matter what the mix, there's always someone who dominates the discussion, and others who defer to that person out of frustration--or worse, complacency."

Truthfully, I think Gilbert misses the point--most people don't speak up not out of frustration or complacency--but rather from fear...fear of sounding stupid, fear of people disagreeing with them, and fear of management retribution for saying the"wrong" thing.

In any case, his reflection on how some at IBM deal with this is helpful (although frankly I've heard this approach before and it was from a strategic planning class I believe, and not from IBM):

- Everyone writes their input on sticky notes.

- You go around the room where everyone contributes an idea and posts their note to the wall or board (and you keep doing this until ideas are exhausted). 

- The facilitator groups like ideas/sticky notes to start to form common theme and direction. 

- The group may go out and come back again for another round of ideas and input.

The point is everyone contributes to the discussion...no idea is a bad idea...and not one in the room is left to sit idly in the corner playing with their smartphone, daydreaming, or picking their noses. 

Through vetting and discussion, the best idea(s) become evident. 

I like how Gilbert ends his article emphasizing the importance of getting everyone's ideas out there..."Once you know something, you can't unknow it--you have to act."

Knowing what everyone really thinks is half the battle. 

The other half is executing on the really great ideas that people come up with (Gilbert doesn't address this). 

And again for that you need EVERYONE to contribute their talents...big mouths, naysayers, and do nothings begone! ;-)

Dilbert Shows The Way to User-Centric Government

Scott Adams the talent behind Dilbert comics and numerous books wrote a fascinating column in the Wall Street Journal (5-6 Oct. 2011) called "What if Government Were More Like an iPod."
Adams has some great ideas and here's a few:
1) Leverage Group Intelligence--"group intelligence is more important than individual genius...thanks to the Internet we can summon the collective intelligence of millions." While certainly in government, we are using social media and crowd sourcing to leverage group intelligence by making information available to the public (e.g. Data.gov), engaging the public in innovating new applications (e.g. Apps for Democracy), getting feedback and comments on regulations (e.g. Regulations.gov), soliciting policy ideas and petitions from citizens (e.g. We The People) and more, this is only a start. We can continue to advance engagement with people on everyday issues to come up with solutions for our biggest and toughest challenges. One example for doing this is utilizing more tools like Quora to put out questions to subject matter experts, from every spectrum of our great nation, to come up with the best solutions, rather than just rely on the few, the loud, or the connected.
2) Voting With Understanding--"Voting [the way we currently do] is such a crude tool that half of the time, you can't tell if you're voting against your own interests. Change can take years...and elected officials routinely ignore their own campaign promises." Adams proposes a website to see the "best arguments for and against every issue, with links to support or refute every factual claim. And imagine the professional arbiters would score each argument." I can empathize with what Adams is saying. Think of the healthcare act in 2010 that was over 2,500 pages or the 72,000 page tax code--there is a reason people are overwhelmed, confused, and calling for plain language in government communications such as the Plain Language Act. There is obviously more to be done here using user-centric communications and citizen engagement, so that the average citizen with bills to pay and a family to care for, can still participate, contribute, and vote with understanding unmarred by gobbledygook, "the weight test", and politicking.
3) Campaigning More Virtually--Make it "easy for voters to see video clips, interviews, debates, and useful comparisons of the candidates positions. In the modern era, it does't make sense for a candidate to trek all over the country on a bus." Too much of the political process is the shaking hands and kissing babies--the showmanship of who looks better and talks more sleekly versus focusing on the policy issues. While it is important to present favorably, lead and influence and bring people together, it is also critical to get the policy issues out there clearly and without flip-flopping (which should be reserved for burgers only). The media plays a role in keeping the political candidates on their toes and honest, but the process itself should vet the issues in written commitments by candidates and not reversible sound bites on TV.
4) Quicken The Innovation Cycle--"I'm fairly certain Ben Franklin wouldn't be impressed by our pace of innovation. He invented the post office and showed us electricity and it still took us nearly 200 years to come up with email. We're not good at connecting the dots." This is an interesting point, but it sort of misses the mark. There are lots of good--even great--ideas out there, but from my perspective on organizations, execution is usually the stumbling block. In fact, according to Wikipedia, the Patent Office has a backlog of over 700,000 patent applications as of October 2010, so new ideas are plentiful, but how we work those ideas and make them come to fruition is a project management and human capital challenge. While email seems like just a dot or few dots away from the post office and electricity, there is obviously a lot of groundwork that needs to be laid to send an email from DC to Jerusalem in split seconds.
In short, Adams summarizes his convictions for government change in advocating a form of User-Centric Government (my term). Adams actually proposes a 4th branch of government (I think he really mean a new agency) to manage "user-interface" or what I understand him to mean as citizen engagement. Adams describes this new agency as "smallish and economical, operating independently, with a mission to build and maintain friendly user-interface for citizens to manage their government." Adams would advance the achievement of his ideas and hopes for leveraging group intelligence, voting with understanding, campaigning virtually, and quickening innovation. I believe Adams idea builds on the concept of a Federal agency for innovation that has been proposed previously over the years by The Industry Advisory Council and others to be modeled after the Defense Advanced Research Project Agency (DARPA).
While there are arguments for and against creating another government agency for driving user-centric government, creating more and better user engagement through understanding and participation is fundamental and aligns with our core principles of democracy and as a global competitive advantage.
While Government is not Apple, learning from some of the best and brightest like Steve Jobs on how to reach people intuitively and deeply is a great way to go!

How To Brainstorm and Not Tempest

Thinking “out of the box” is fundamental to free us from the prevailing status quo. Brainstorming can enable us to tackle problems creatively and open up new possibilities for the future.

An Insight piece from Psychology Today (February 12010) called “[How To] Brainstorm” by ChiChi Madu points to some of the typical challenges with brainstorming and offers a new approach to it.

The challenge: “A typical brainstorming session can involve clashing personalities, uneven contributions, hurt egos, and hours of precious work-time wasted.”

When people come together to brainstorm, there are two things going on—one is the brainstorming and the other is the interaction between the people. And if the interaction is not collaborative and is dysfunctional because of the pervasiveness of functional silos, groupthink, competitiveness, or power politics, then the brainstorming and overall problem solving is going to suffer as a result.

Let’s face it, productivity is in large part of function of people’s ability to pull together rather than push apart!

A new approach: One way to work more collaboratively comes from an approach called “brainwriting,” by Peter Heslin. Brainwriting works as follows:

  • Write—Everyone writes an idea, in a different color pen on a piece of paper and passes to the next person.
  • React—Each person reacts to the idea they received and adds their own idea—“feeding off the others.”
  • Review—Once the slips of paper have about five ideas, they move to the center of the table for “systematic consideration of each.”
  • Select—Everybody lists their favorite ideas and the most popular ones are selected.

What is great about brainwriting is that everyone has a chance to contribute ideas, to have their ideas considered by others, and for them to consider the ideas of their peers carefully and thoughtfully. Moreover, brainwriting actually facilitates ideas to be incrementally built and improved on by having group members feed-off of the idea they received, rather than just hastily dismissing them or talking over others. Finally, since everyone has to put ideas and reactions to ideas down on paper, no one can just “sit it out” and not participate—and the more earnest the participation, the better the brainstorm will be.

People can innovate amazing things, solve problems, and really work together constructively when: the underlying process facilitates information exchange, collaboration, and the freedom to say what they really think. If we encourage and facilitate more brainwriting activity and other constructive engagement between people, we will be able to take on and resolve the ever larger and more challenging issues facing our organizations and society.

Nurture Diversity to Achieve Better Results

Diversity is essential to critical thinking, innovation, and improved decision-making/governance. The more ways we have at looking at a problem, the more likely we can be to challenge the status quo, break old paradigms, and find new and better ways of doing things.

However, according to the Wall Street Journal, 25 January 2010, often diversity—even at the highest levels, such as on boards of directors—doesn’t produce the desired results.

WHY? “People often feel baffled, threatened or even annoyed by persons with views and backgrounds very different from their own. The result is that [those]…with views or backgrounds that are different are isolated or ignored. [Moreover,] constructive disagreements spill over into personal battles.” In the end, Groupthink and poor decision-making—rather than diversity and constructive dialogue—prevails.

Therefore, the imperative to improve governance mechanisms is “to unlock the benefits of diversity, boards must learn to work with colleagues who were selected not because they fit in—but because they don’t.

WHAT WE NEED TO DO:

1. Assist Newcomers”—Help new people to fit in. Explain how things work and how they can play an important role. Introduce them to others, provide them opportunities to connect, and make them feel comfortable to share their points of view.

2. Encourage Dissent—“diverse boards must not be afraid of conflict, as long as it is constructive and civil.” Alternate views should be encouraged, recognized, and even rewarded for benefiting the governance process.

3. Ask Everyone What They Think-- It is easy for new people “to tire of the struggle of making themselves heard. Feeling isolated and ignored, they end up self-censoring.” Obviously, this is counter-productive to having diversity and hurts decision-making. So the chair of the board needs to make it easy for people to express their views and to elicit participation from everyone around the table.

4. Assign a “Devil’s Advocate”—choose different governance board members to play the role of devil’s advocate at different meetings to counter the inclination for everyone to agree just to get along and fit in.

Overall, the key to benefiting from diversity on governance boards is not to let any individual or any group predominate. The proverbial “my way or the highway” approach is how decision-making becomes one-sided, narrow, and deficient. Instead, every one on the board must be treated with respect, courtesy, and be given the opportunity to speak their mind.

In my opinion, leaders must ensure that governance boards do not just create an appearance of diversity, but rather encourage a genuine and productive encounter between very different people that is richer for the interaction.

Social Media Can Free Us All

An action by a lone decision maker may be quick and life-saving as in response to extreme fear or stress, when a person must in a split second select from the “fight or flight response.”

Given a little more time to make a decision, people have found that there is not only strength in numbers, but also wisdom. In other words, vetting a decision among a diverse group and hearing different sides to an issue, generally yields better decisions than an individual could make alone. Colloquially, we often here this referred to as “two heads are better than one.”

Now, with the power of the Internet, we are able to employ collective decision making en masse. Through Web 2.0 tools like Wiki’s, Internet forums, social networks, and other collaboration tools, we can reach out to masses of people across the social, economic, and political landscape—anywhere in the world—and even from those orbiting the planet on the International Space Station. Soon enough, we will take the power of the collective to new extremes by reaching out to those who have traveled and reside on distance worlds—I think that will probably be in Web 4.0 or 5.0.

What’s amazing is that we can get input from anyone, anywhere and in virtually limitless numbers from anyone interested in participating and providing their ideas and input.

When we open up the discussion to large groups of people like this it is called crowdsourcing, and it is essentially mass information sharing, collaboration and participation towards more sophisticated and mature ideation and decision making.

The concept of participatory thinking and intelligence, to me, is an outgrowth not just of the technologies that enables it, but also of the freedom of people to choose to participate and their human right to speak their minds freely and openly. Certainly, this is an outgrowth of democratization and human rights.

While the Internet and Social Media technologies are in a sense an outgrowth of freedoms that support our abilities to innovate. I believe that they now will be an enabler for continued democratization, freedom, and human rights around the world. Once the flood gates are opened a little for people to be free virtually (to read new ideas online, to vote online, to comment and provide feedback online, and to generally communicate and share openly online), a surge of freedom in the traditional sense must soon follow.

This is a tremendous time for human civilization—the Internet has connected us all. Diversity is no longer a dirty little word that some try to squash, but a strength that binds us. Information sharing no longer cowers behind a need to know. Collaboration no longer hides behind more authoritative forms of decision making. People and organizations recognize that the strengths of individuals are magnified by the power of the collective.

The flip side is that voices for hate, chaos, and evil can also avail themselves of the same tools of social media to spread extremism, crime, terrorism, and anarchy. So there are two camps coming together through sharing and collaboration, the same as through all time—good and evil.

The fight for truth is taking a new turn through technology. Social media enables us to use mass communication and collective intelligence to achieve a high goal.
