I think it's the obviou...Interesting question. I think it's the obvious gap between the order, operation and function of the society before disaster and after.<br><br>People are compelled to deal with that gap as a matter of necessity. Prior success with governance and order naturally present as working options.<br><br>Outside the disaster scenario people aren't universally focused on a common gap because there's mixed opinion and experience on what the status quo should be.<br><br>The challenge for EA is to make that gap in a given organization obvious and follow-up with appropriate solutions.
